- Description
- ENGLISH COULEE DIVERSION, GRAND FORKS FLOOD CONTROL PROJECT, GRAND FORKS, NORTH DAKOTA. Principles features of the work include all plant, labor, materials, and supplies required for the construction of approximately 4 1/2 miles of channel, the expansion of an additional 5 miles of existing channel, the reconstruction of 7 miles of gravel roadway, 4000 feet of highway road raise, traffic control and bypass for Hwy 2, I-29, Hwy 81, Demers Avenue, and 32nd Avenue South, the construction of 11 multi-cell reinforced concrete cast-in-place box culverts, 3 concrete drop structures, 17 RCP culverts with flap gates, and 11 CMP culverts. Work includes, but is not limited to, approximately 1,300,000 cubic yards of channel excavation, and 800,000 cubic yards of levee construction. Estimated order of magnitude of the requirement is more than $10 million. North American Industry Classification system (NACIS) Code is 234110; the Small Business Size Standard is $27.5 million. In the event the selected bid exceeds $1,000,000 and is from a large business, it will be necessary for that firm to submit a subcontracting plan that is acceptable to the Government prior to award. For the purposes of formulating a subcontracting plan, in the event one is necessary, the following subcontracting goals are provided for the bidders' information: Small Business-61.4%; Small Disadvantaged Business-9.1%; Veteran-Owned Small Business-3%; Women-Owned Small Business 5%; and Subcontract Reporting (SF294 & 295)-100%. These are goals, not quotas. Each subcontracting plan will be evaluated on its own merits and take into consideration the subcontracting opportunities available for this type of work. The solicitation is expected to be available on February 28, 2001, with bid opening on March 29, 2001. The official solicitation is available only by CD-ROM. Ordering of the CD-ROM shall be made by registering via the St. Paul District web site at www.mvp.usace.army.mil (click on "Contracting" then "Electronic Bid Solicitations"). An unofficial version of the solicitation will also be posted on the District's website. Telephone requests will not be accepted.
