- This project consists of grading, drainage, and hot asphalt concrete pavement on 12.962 kilometers of roadway for CA PFH 137-1(3), Wentworth Springs Road. Major work items are: 12.962 km slope referencing; 12.962 centerline re-establishment; 67 ea drainage structure survey and staking; 25.924 km grade finishing stakes; survey and staking; contractor testing; 20,000 cu meters watering for dust control; 27 ha clearing and grubbing; 75,000 cu meters roadway excavation; 5,300 cu meters sub-excavation; 5,300 cu meters unclass borrow; 355 cu meters placed riprap; 250 cu meters gabions; 49,000 t aggregate base; 22,500 t hot asphalt concrete pavement class B; 1,240 t asphalt cement; 210 t anti-strip; materials transfer vehicle; 990 t blotter; 1,225 meters 600 mm pipe culvert; 39 meters 1200 mm pipe culvert; 111 ea end section for 600 mm pipe culvert; 19 ea inlet type 1; 4,000 meters asphalt concrete curb; water system; 1,703 meters waterline PVC waterline; 850 meters guardrail; 10 ea metal gate PLANS AND SPECS WILL BE AVAILABLE IN BOTH CD-ROM AND PAPER VERSIONS. All bid forms, bid bonds, and other documents required for the bid submittal shall be submitted to FHWA in paper format. Electronic format for the bid submittal documents will not be allowed. Amendments to this solicitation will be issued in paper format to all plan holders and will be posted on the website listed in line 18 of this submittal. The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
