- Description
- The Fatality Analysis Reporting System (FARS) was conceived, designed and developed by the National Highway Traffic Safety Administration (NHTSA) to support the Administration's programs to improve motor vehicle and highway safety. Fatal crash data has been collected under FARS (formerly, the Fatal Accident Reporting System) since 1975. State employees assigned the tasks of gathering, translating and transmitting the data are called FARS Analysts. All FARS Analysts are expected to code each case with a high degree of consistency and conformity to FARS definitions. All analysts must approach a case with the same understanding of what FARS seeks and with the same understanding of what the applicable rules, interpretations and definitions are in a given situation. To that end, NHTSA provides the FARS Analyst with specific training and guidance. The objective of this contract effort will be to provide NHTSA with a cohesive program to help ensure that FARS Analysts are current and consistent on FARS coding issues. The sucessful offeror will develop, manage, and maintain critical reference material used by the FARS Analysts in coding FARS cases as well as provide critical training. The successful offeror will be required to: Provide annual updates to the FARS Coding and Validation Manual; Develop and maintain a computer application which converts VIN numbers to key FARS data fields; Provide periodic modifications to FARS coding forms to reflect required changes; Conduct a review of existing FARS training and training materials and recommend changes to improve effectiveness and efficiency; Develop and maintain FARS automated training modules; Provide live classroom training for FARS analysts as well as manage all logistical requirements associated with the training of those analysts; Manage and maintain a FARS Coding Assistance Help Line. The contract effort will be for a term of 2 base years plus three option years.
