Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with the University of Maryland, Nuclear Engineering Department, College Park, Maryland for specialized technical assistance to meet the milestones of the Gate Dielectric Reliability Metrology Project. This work will involve performing electrical characterization, reliability experiments and data analysis on ultra-thin gate dielectrics used in advanced microelectronics. F.O.B. Destination, Gaithersburg, Maryland. The period of performance shall be one year from date of award. Deliverables shall be compiled experimental results in the form of plots or charts provided to the NIST staff during the course of the investigations for each task and a report containing a description of all experimental work performed at the completion of each task.. The report should summarize the results of the experiment such that it can be incorporated into internal reports to meet project milestones. This is a sole source requirement with the University of Maryland, Nuclear Engineering Department because they are uniquely qualified to perform this work through a dedicated Reliability Engineering program and specific expertise and experience in reliability physics of microelectronic devices required to meet the milestones. They have demonstrated past outstanding work in this research area as evident by their technical publications. A written quote shall be received from the University. A firm fixed price purchase order shall be issued approximately March 12, 2001 using simplified acquisition procedures. Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competition. However, the Government will consider all responses received before the response date above. A solicitation document is not available. See Note 26.
