Description
The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a short term (6 month) sole-source purchase order to Lampl-Herbert Inc. of Tallahassee, FL for a continuation of analytical support in the area of coastal operations and technology transfer opportunities with the State of Florida. The Coastal Systems Station (CSS) is a Navy R&D organization chartered to address operations in the coastal and littoral regions. Chapter 63, USC Title 15, Commerce and Trade, Section 3710 established the responsibility of federal R&D organizations to transfer technology to State and local governments and to private industry. One of the approaches that CSS has employed to meet its technology transfer responsibilities is the establishment of the Coastal Operations Institute (COI). The COI serves as a vehicle for accomplishing technology transfer on a broad scale. As part of its COI endeavors, CSS is collaborating with Florida State University/Panama City Campus (FSU/PCC) in establishing the National Coastal Research Center (NCRC). The emerging combination of CSS-COI-NCRC forms a unique triad that can make significant contributions to coastal agenda of the State of Florida under the auspices of technology transfer. A recent analysis conducted by Lampl-Herbert Consultants under Purchase Order N61331-01-M-1306 established the general scope and validity of the CSS-COI-NCRC concept as a vehicle for technology transfer of coastal technology. A requirement now exists to develop a series of alternative strategies, each accompanied by a chronological sequence of necessary actions and decision points that will develop strategic opportunities for the CSS-COI-NCRC triad. This requirement is unsuitable for full and open competition for the following reasons. Under the proposed order, Lampl-Herbert will be tasked by the Government to assist the Coastal Systems Station in conducting an analysis of the manner in which the CSS-COI-NCRC triad can potentially be utilized to accomplish the transfer of coastal technology from CSS to the State of Florida. Lampl-Herbert is the only source available with the unique blend of capabilities and experiences in State Government processes, National Coastal Research Center vision and development process, and knowledge of the Coastal Operations Institute and the Coastal Systems Station to successfully complete the tasks required for accomplishment under this contract. The unique knowledge resident within Lampl-Herbert in these areas of expertise provides a knowledge base that would require an extensive learning program (and thus additional and unnecessary cost and time to the Government) by any other vendor.
