- Under authority of U.S.C. 253(c)(1), FAR 6.302-1 the National Institutes of Health (NIH), Bethesda, Maryland intends to negotiate a contract with the Leica Microsystems, Inc., 410 Eagleview Blvd., Exton, PA 19341, for a Confocal Laser Scanning Microscope System. The North American Industry Classification System Code (NAICS) is 334516, and the business size is 500 employees. This system shall include, but not be limited to, and meet or exceed the following performance characteristics, features, and pertain to the following components: (1) Shall include Multi-photon, UV and visible confocal microscopy in one system. (a) Shall include Upright Microscope with motorized four-step fine and coarse focusing. Digital scale 1micron. Objective parfocality and magnification memory; (b) Shall include anti-vibration table for upright microscopes. Steel base with granite plate; (c) Shall include inverted confocal microscope stand for transmitted light bright field and incident light fluorescence. Motorized coarse and fine focusing. Six position focusing nosepiece; (d) Shall include anti-vibration table for inverted microscopes. Steel base with granite plate. (2) Shall include confocal scan head with a highly sensitive spectral detection system; (3) Shall include scan head switchable between upright and inverted microscopes; (4) Shall include UV system with individual objective correction lenses; (5) Shall provide high resolution z stage with 40nm resolution in xyz and less than 1nm resolution in x,z; (6) Shall produce line frequency up to 2000 lines per second; (7) Shall include four channels for confocal fluorescence or reflected light, continuously adjustable bandwidth and center wavelength. Shall provide spectral steepness factor less than or equal to 1%, low noise photo-multipliers, and 12 bit digitization; (8) Shall have the capability to record emission spectra; (9) Shall provide Digital image resolution up to: 4096 x 4096 pixels, 12 bit a/d conversion per channel; (10) Shall be capable of frame rates of three frames per second (fps) at 512 X512 pixels; 20 fps at 512 X32 pixels; (11) Shall provide a region of interest scanning for minimal bleaching; (12) Shall provide an 22mm scan field; (13) Shall provide for simultaneous control of multiply laser lines. Shall provide fast switching between lines and continuous attenuation of each line individually; (14) Shall include laser port for UV-illumination. Shall provide for chromatic correction with automatic switch on changing objectives; and (15) Shall be compatible with existing equipment from current Leica TCS 4C System. It is the Government_s belief that these requirements may only be met by Lecia Microsystems. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), however, concerns that respond to this synopsis shall furnish concise responses directed specifically to the requirements mentioned above and are invited to submit capability statements in an ORIGINAL PLUS TWO (2) no later than forty-five (45) calendar days from the date of this announcement. Written responses shall include complete description of the equipment to be provided, containing sufficient technical information to permit agency analysis to establish a bona fide capability to meet the stated requirements as listed above.
