Description

This combined synopsis/solicitation procurement for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Proposal Number is N00178-01-Q-1017. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23, as supplemented with additional information included in this notice. The Naval Surface Warfare Center, Dahlgren, Division (NSWCDD) intends to procure on a best value competitive basis a lease for the period of six months with an ownership option for the following: (1) Kolberg Portable Screen Plant, Model 391 or equal, (2) Kolberg Direct Screen, Model 710 KDS or equal, (3) Conveyor/Magnet Assembly, (4) additional screens for the Portable Screen Plant, 2 each, (5) additional screens for the Direct Screen, 2 each, (6) equipment maintenance for the period of performance, (7) equipment delivery to include onsite setup and training relative to the operation, safety and daily maintenance, (8) equipment return (delivery back) to lease agent upon notification, (9) option to purchase equipment, and (10) option to extend the leasing period of performance. Award is to be made under the Simplified Acquisition Procedures. All responsible sources shall provide their proposal via mail or fax. All proposals will be considered. All proposals should include any additional contractor=s terms and conditions associated with the lease-to-own agreement. The North American Industry Classification System (NAICS) is 532412 with 5 million in sales. All responsible sources should submit their CAGE CODE NUMBER, DUNS NUMBER, TAX IDENTIFICATION NUMBER, AND CERTIFICATION THAT THEIR COMPANY IS LISTED IN THE CENTRAL CONTRACTOR REGISTRATION (CCR) WEBSITE. Please furnish quotes to SD111, fax number 540-653-7088. This procurement shall be awarded on an all or none basis. All items shall be shipped FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448. EVALUATION OF OPTIONS WILL NOT OBLIGATE THE GOVERNMENT TO EXERCISE THE OPTIONS. FAR 52.212-1, Instructions to Offerors Commercial Item applies along with the provision that Offerors shall include a completed copy of the provision FAR 52.212-3 and DFAR 252.212-7000 Offeror Representations and Certification Commercial Items with their Offer. The provision at FAR 52.212-4, Contract Terms and Conditions Commercial Items apply to this acquisition. The provision at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, Subparagraphs (a) (b) 1, 5, 7, 11, 12, 13, 14, 15, 18 (ii) and 23, (d) (1), (2), (3) and (e), (1), (2), (3), and (4) apply to this acquisition and hereby incorporated by reference. The provision at DFAR 252-212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Jan 1999), DFAR 252.225-7001, 252.225-7012, 252.243-7002, 252.247-7023 (b) thereof indicated as applicable. The following DFARS provisions are applicable to this acquisition; DFAR 252.204-7004 Required Central Contractor Registration, DFAR 252.225-7006 Buy American Act Trade Agreements Balance of Payments Program Certificate, FAR 52.212-2 Evaluation Commercial Items will be utilized. Offers will be evaluated and selection made based upon the best overall offer in terms of the Contractors' capability and commitment to provide the desired equipment (brand name or equal) meeting Government's delivery schedule (Set-up of Equipment and on-site training by 15 March 2001) and providing for all options and maintenance at a fair and reasonable price to the Government within the Government's established funding constraints. Lease vs. purchase analysis will be included in the Government's best value analysis to the extent that the purchase is within the Government's funding constraints. Past Performance will be assessed as a result of a review of the offeror's references (to be submitted with offer) for similar support across the past three (3) years. Closing date is 26 February 2001. Anticipated award date is 05 March 2001. The Naval Surface Warfare Center, Dahlgren Division, Dahlgren Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis/solicitation with any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/supply.
