Description

Work consists of furnishing all plant, labor, equipment, and materials and perform all work on real property required for the Simplified Acquisition of Base Engineer Requirements (SABER) contract Eielson AFB, AK; Clear AFS, AK; and remote locations supported by the Base Civil Engineer (BCE). This will be a firm-fixed price indefinite delivery/indefinite quantity (IDIQ) construction contract. The contract will list a wide variety of individual construction tasks as described in Volume II, Technical Specifications. The firm-fixed price list for each individual task will be listed in the current RS Means database. During the contract period the Base Civil Engineer will identify construction tasks required to complete each specific job and the Base Contracting Office will issue individual task orders to the contractor to complete those jobs. The contractor will be required to furnish all materials, equipment and personnel necessary to estimate, plan, design, manage, and accomplish the job. Individual jobs will vary in size with the majority expected to be of a small to medium size. The jobs will include tasks in a variety of trades to include, but not limited to, carpentry, road repair, roofing, excavation, interior and exterior electrical, steam fitting, plumbing, HVAC, sheet metal, painting, demolition, concrete masonry, and welding. Projects will be in support of real property maintenance, repair, alteration, and/or new construction. The performance period is one (1) base year with four (4) option years. Multiple awards for this requirement will not be made. The estimated contract magnitude is greater than $10,000,000 for base year and four option years. The guaranteed base year minimum is $100,000. (Any option year awarded thereafter will have the same minimum guarantee.) The proposed procurement is reserved for certified 8(a) contractors having a bona fide place of business within the geographical boundaries of the SBA Anchorage, Alaska District Office and/or Joint Venture Agreements-Joint Ventures are allowable on competitive 8(a) set-asides, however, SBA must receive the joint venture agreement prior to proposal date and approved before award of resulting contract. If you are contemplating a joint venture on this project, you must advise your assigned Business Opportunity Specialist (BOS) as soon as possible. It is also recommended that the agreement be submitted as soon as practicable to ensure compliance with established regulations. Any corrections and/or changes needed can be made only when your BOS has adequate time for a thorough review before the proposal date. NO CORRECTIONS AND/OR CHANGES ARE ALLOWED AFTER TIME OF SUBMISSION OF PROPOSAL. This will be awarded as a competitive 8(a) contract. The applicable Standard Industry Classification (SIC) code for this acquisition is 1541/ NAICS code is 233310, with a small business size standard of $27.5 million. It is anticipated that the solicitation will be issued electronically on or about 16 Mar 01 on the Electronic Posting System (EPS) at www.eps.gov. Paper copies are not available.
