Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation number is DTCG47-01-Q-3EF067 and is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. This acquisition is 100% set-aside for small business. The applicable NAICS Code is 532120 and the small business size standard is $18.5 million. The contract line items are: Base Line Item 1 -- Rental for one (1) double wide mobile home, with a total of 3 bedrooms, 2 full bathrooms, living room, dining room, and kitchen, Qty. 12 months at $________per month for a total of $________; Base Line Item 2 -- Delivery/Set-up Charge, Qty. 1 lump sum $________; Base Line Item 3 -- Removal Charge, Qty. 1 lump sum $________; Base Line Item 4 -- Monthly charge in excess of the original twelve month rental period $________per month. The resulting contract will be a firm fixed price contract. Description of the requirement is as follows: Provide one (1) double wide mobile home with 3 bedrooms, 2 full bathrooms, living room, dining room, and kitchen. Built in fixtures shall include full kitchen cabinets and countertops, kitchen sink, bathroom sink, tub, toilet, and washer and dryer hookups. Appliances shall include an electric range, refrigerator, electric heat, hot water heater, dishwasher and air conditioning. All windows shall have dressings appropriate for the room (i.e.: bedrooms shall have light blocking blinds). No furniture shall be provided. Rental period shall be for a period of twelve months, from 01 April 2001 through 31 March 2002. The resulting Contractor shall deliver the mobile home to the U. S. Coast Guard Station Shinnecock, Hampton Bays, Long Island, New York. The Contractor shall level and anchor the mobile home. Steps for full normal access to both the front and rear entrances shall be provided, installed, and anchored in place. The trailer shall be ready for occupancy no later than 01 April 2001. The trailer shall be removed from the USCG Station by within 15 days of contract completion. The Contractor shall make water, sewer and electric connections to the mobile home. Sewer, water and electrical connections are available on site and shall be modified as necessary. The provision at 52.212-1, Instruction to Offerors -- Commercial, applies to this acquisition and is incorporated by reference with the following addenda: Quoters are required to submit details of the trailer to be offered and a copy of the floor plan for the trailer offered with their quotes. The floor plan is required to show where external sewer, water and electrical connections are to be made. Also include the availability to make delivery of the trailers by the time specified in the solicitation. The provision at 52.212-2, Evaluation -- Commercial Items applies to this solicitation. This is a best value procurement. Price and trailer details/floor plans will be evaluated equally. Quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their quote. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items and the clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items apply to this acquisition. Commerce Business Daily numbered note #1 applies.
