Description
Architectural/Engineering services for the design of a new health center and staff quarters for the Indian Health Service hospital at the Annette Island Service Unit in Metlakatla, Alaska. The proposed contract will include an option for construction contract administration services. The estimated cost of construction for the project is over $10,000,000. The design phase services are expected to proceed approximately four (4) months after the date of this synopsis and are to be completed within twelve (12) months after contract award. Optional construction administration services are expected to be completed approximately twenty-four (24) months after design services are completed. Architectural/Engineering services shall include site verification of existing conditions, concepts, schematics, design development, and construction documents, with optional construction administration. The prime contractor must be an architectural/engineering firm. The design of architectural, geo-technical, structural, landscape, mechanical, electrical, and fire protection engineering services shall be accomplished or reviewed and approved by engineers and architects registered to practice in the particular professional field involved in the state of Alaska. The project is to provide a replacement health center and staff quarters on a site near to the existing health center. The new health center will contain an area of 2 953 gsm for outpatient facilities including diagnostic services. The staff quarters will contain eight living units with a combined total area of 1 001 gsm. The proposed contract will be a negotiated A/E firm-fixed-price contract. Evaluation factors are listed in descending order of priority with the factors #5 and #6 having equal value: 1) Specialized experience and technical competence of key personnel in all applicable aspects of health care facilities and housing design. 2) Demonstrated expertise and experience in working as a team with listed consultant(s)/subcontractor(s) and ability to effectively manage multiple discipline teams. 3) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, innovation of design, and compliance with performance schedules. 4) Capacity to respond and accomplish the work within established time constraints. 5) Professional qualifications necessary for satisfactory performance of required services. 6) Knowledge of and design experience in the locality of the project and/or firm location in the general geographic area of the Southeastern Region of Alaska, by the prime contractor and consultant(s)/subcontractor(s). Those firms that meet the requirements described in this announcement and wish to be considered must submit a SF 254 for all members of the proposed team (prime and subcontractors) and a composite SF 255 for the proposed team. Pertinent statements relative to the evaluation factors shall be included in Part 10 of SF 255. Verifiable information must be provided to support each of the evaluation factors: Include a management plan defining the organizational structure and relationship of the technical team. Identify which members of the design team handled the project(s) listed. Provide current names with telephone numbers of pre-notified references associated with each illustrated project. Site visits will not be arranged or permitted during the submittal period. The contractor who performs the design for this project shall not be eligible for award of any subsequent construction contract for this project. This proposed acquisition is listed on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Act. Unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete and effective response to this announcement are not desired. Seven sets of SF 254 and 255 submittals must be received by 3:00 P.M., PST, on March 15, 2001.
