Description
The U.S. Army Research Office (ARO) announces the Broad Agency Announcement (BAA) to solicit for proposals for experimental studies to evaluate the risk of chemical demilitarization activities, specifically those planned to occur at the incinerator at Pine Bluff Arsenal, Arkansas, to people, agriculture, and the environment. This Broad Agency Announcement is a total set-aside for Historically Black Colleges and Universities (HBCU) , defined as institutions determined by the Secretary of Education to meet the requirements of 34 CFR Section 608.2. Through this competition, the Army Research Office expects to make one or more awards for a two-year performance period, subject to the availability of appropriations. Awards will be made as grants. Multi-year projects must have clear goals for each year. A total of $961,000 is anticipated to be available under this solicitation. The competition is specifically for risk assessment for chemical demilitarization activities as described in Section II of the BAA. Potential offerors are advised to read this announcement carefully. It explains the agencies research needs upon which the topic is based and the terms and conditions of the competition. The BAA contains additional information on the program and instructions for proposal preparation and submission. Proposals must be received at the ARO no later than 4:00p.m. local time, May 16, 2001.
