- The National Constitution Center (NCC) is seeking a highly = qualified and professional film, multimedia, themed entertainment production firm = to design, develop and participate in the production of a short multi-dimensional, multimedia presentation that will be part of its Permanent Exhibit (the Exhibit) at the new National Constitution Center building (Center) on Independence Mall in Independence National = Historical Park in Philadelphia, PA. The National Constitution Center will occupy = the entirety of Block 3 of Independence Mall. The site (Block 3) is = bounded by Arch, Race, Fifth, and Sixth Streets. The Center has been designed by = Pei Cobb Freed & Partners, Architects and the Exhibits designed by Ralph Applebaum Associates. It is currently under construction with building completion scheduled for late 2002 and Exhibit (for which the "The = Founding Story" Presentation is required) completion scheduled for early spring 2003. The Work of this Solicitation will therefore need to be = completed by late 2002. SOLICITATION: Qualification Statements and Proposals are sought through this Solicitation from all interested entities. A cost proposal of the fees required to perform the Work as outlined below is also sought = through this Solicitation. A Selection Panel of NCC representatives will = evaluate all submissions received. Award will be made for creation of the Film = and Multimedia Presentation as outlined below on the basis of best value, including both technical and pricing factors. SCOPE OF WORK: As the opening experience and one of the highpoints of = the permanent exhibition, the visitor experience begins with "The Founding Story", a short film and multimedia presentation in a five sided, approximately 350 seat theater. Visitors will enter at a lower level, = sit on tiered seating and exit upward to the main exhibit space after the Presentation. As currently envisioned (pending input from the design = and production Firm to be selected), the "The Founding Story" Presentation = will be designed to take full advantage of the unique design of the theater space: a 360-degree seating configuration surrounded by a 360-degree = movie screen, five flat screens suspended from the ceiling, a star-shaped = stage in the center and with 15-speaker surround-sound audio. Subject to the Offeror's input a unifying element of the production may be a live performer, who will serve as guide, narrator, interpreter and dramatic player in the presentation. The motion picture element of "The = Founding Story" will consist of filmed dramatic scenes recreating Philadelphia = in 1787, featuring key players from the Constitutional Convention. The 360-degree configuration would allow creation of motion picture = elements that can be thrilling and exciting in ways that a conventional "period piece" on a flat screen would not. In terms of content, "The Founding Story" will need to deal not only with what happened but also what it = has meant throughout our history, what it means today and a call to action: "Enter as a Visitor, leave as a Citizen". The Presentation will last approximately 18-minutes with an alternate 12-minute version that can = play in times of heavy visitor traffic. The firm selected will = conceptualize, illustrate, document, schedule, budget and participate in the = production and installation of the "The Founding Story" Presentation while coordinating their efforts with other Teams doing the Construction, = Exhibit Fabrication, etc. Design and Production Firms interested in responding = to this solicitation should contact the above to receive additional verbal = and graphic information. SERVICES REQUIRED: Work conceptualizing and articulating the proposed content of the "The Founding Story" Presentation will begin immediately after the selection of the Design and Production Firm is completed. = The Design and Production Firm will be required to design and develop a comprehensive concept for the Presentation. All aspects including scripting of the Presentation, all the film elements, audio, musical, = live actor, etc. will be required. The NCC will have final approval of the script and may produce, in collaboration with the firm selected, the = final script under a separate agreement but as yet has not made a final determination. The firm selected will also be responsible for budget = and production schedule development and management. The selected Firm will need to work closely with the NCC to ensure that the "The Founding = Story" Presentation is of the highest quality as well as compatible and coordinated with the other aspects of the Exhibit. The NCC will have = final approval of the creative content and all other aspects of the = Presentation. The NCC will be the owner of the Work and all intellectual property = rights created in the Work and the Work and all reproductions and derivatives shall be the property of the NCC. Final Scope of Services and Terms of Agreement shall be determined through discussion and negotiation with = the selected Firm. PROCUREMENT PROCESS: This procurement is unrestricted; consideration = for the contract will be nationwide. The selection will be through a = source selection process designed to fairly identify the offer considered the = best value. This Best Value source selection will be based on response to = this Solicitation and further information to be provided to interested = parties upon request. Evaluations will assess whether an offeror possesses the expertise and capability required to successfully perform the required services. Final selection will be based on all information available including evaluation factors, technical ability and price factors. Submissions will be evaluated based on the following seven Criteria: = 1. Experience: Offerors must have ability and capacity to design and = produce the Presentation as required and as demonstrated by similar projects completed within the past ten years. 2. Creative Ability: Provide = project profiles and/or suitable examples of responses to other creative challenges. Responding to this Solicitation, address the "The Founding Story" Presentation concept and your overall approach to the Work. 3. = Past Performance and Recommendations: Offerors should identify and provide references to clients on projects of similar size and scope. Provide recommendations from current and/or former clients. 4. Capacity of = Firm: Address concurrent workload and production capacity. 5. Professional Qualifications: Demonstrate a proven track record and prior experience = in: A. Multimedia and multidimensional entertainment presentation design = and production; B. Coordinating with other designers, contractors, = fabricators and installers to ensure a seamless and uninterrupted process for the = "The Founding Story" Presentation development; C. Scheduling complex = projects of similar scale to complete the Scope of Work within the time = available; D. Working within budgets. 6. Participation: The Design and = Production Firm is strongly encouraged to provide the maximum practical = opportunities to woman-owned, minority owned and small business concerns owned and controlled by socially and economically disadvantaged individuals to participate in the performance of this contract. Offerors that = demonstrate a proactive effort in obtaining the highest practical goals may receive = a more favorable rating. 7. Cost Factors: Address ability to provide competitive pricing for the Work required. Work is currently = anticipated to be done on the basis of Reimbursable Direct Cost with Fixed Fee for overhead and profit. Provide Rates and and Fees as noted below. Evaluations will assess whether an offeror possesses the expertise and capability required to successfully perform the contract requirements = and the offeror's potential for providing the high level of professional excellence desired by the NCC within acceptable price limits. The NCC = may elect to interview and/or negotiate with any or all offerors as it perceives its best interest. Offerors may, in the sole discretion of = the NCC, be allowed, following discussions, to revise their proposal and = submit a 'Best and Final' offer. SUBMISSION: Submissions are to be based on this announcement and = further information to be provided to interested parties. Firms having the capabilities to perform the services described in this announcement are invited to respond by submitting information that addresses the = criteria outlined above. The submitted information shall include, but should = not be limited to the following: 1. Written narrative addressing general = project understanding and evaluation points and any other materials which you believe aid in demonstrating the abilities of you and your firm. A description of your firm and its capabilities, firm history, number of employees, proposed Project Organization and resumes of proposed key individuals. 2. A direct and, as appropriate, Project specific = response to the first six Evaluation Criteria listed above including names, = addresses, phone, email of references; locations, dates and costs of the prior projects, recommendations, etc. Specifically address you firm's plan = for participation of woman-owned, minority owned and small business = concerns owned and controlled by socially and economically disadvantaged = individuals in the performance of this contract. 3. Cost Proposal addressing the following three cost factors: A. Wage Rates: State the proposed, = fully loaded (including salary, all benefits and overhead but not profit) = hourly rates for the highest paid, lowest paid and at least five (5) other positions (job classifications) expected to be required in the = completion of the Work. For each Rate provide breakdown addressing the overhead portion of the rate and its basis; B. Mark-up Rate on Materials: = State the proposed mark-up rate as a percentage of actual cost (Actual Cost = times proposed Rate equals proposed amount of reimbursement) and; C. The = Rate of the Fixed Fee: State the proposed Fee rate as a percentage of Costs. = (The total proposed Fee amount will be equal to the overall Cost of the Work times the proposed Percentage Rate). Documented costs will be = reimbursed at the rates proposed or as finally negotiated and shall be subject to audit. Based on appropriate documentation, monthly progress payments = will be paid by the NCC. Responses to this Solicitation including an Original and four (4) = copies are due no later than 4:00pm, March 23, 2001 at the office of the = National Constitution Center, Attention, Karen Pollard, The Bourse, Suite 560, = 111 S. Independence Mall East, Philadelphia, Pa. 19106. GENERAL: The NCC is a 501c(3) Corporation; the Project will be = constructed under the applicable tax laws. This Project is located on Federal Property, and the NCC is a recipient of Federal Funds. As a result all construction work and construction labor rates shall be in compliance = with the Federal Labor Standards and Davis Bacon Act including prevailing = wages. Notification of the NCC's decision regarding this Solicitation will be promptly provided to all responding firms.
