- Description
- The Department of Labor, Employment and Training Administration (DOL/ETA), is soliciting proposals to select a contractor to begin a comprehensive, multi-year effort to develop and implement a methodology to evaluate the implementation and impact of self-directed services. The project shall address the following questions among others: (1) What are optional approaches, and what is the best methodology for evaluating the impact of these services?; (2) How have One-Stop centers implemented self-directed services?; (3) How and to what extent have these centers trained customers to use these services?; (4) What are estimates of use of these services both inside and outside career centers?; (5) What are the demographic characteristics of individuals (and relevant characteristics of employers) that use such services?; (6) What are the barriers to particular demographic groups in accessing services and how might these barriers be overcome?; (7) What are employment-related outcomes (e.g. job placement and retention) from use of these services?; and (8) What is the return on investment or cost-benefit from these services? The period of performance for the prospective award will be 12 months from the date of contract execution plus three 1-year options at the government's discretion. The level of effort for this requirement is between 3 and 4 professional person years for the base year and between 4 and 6 professional person years for each option year. The contract type is cost reimbursement. This requirement is being offered as a 100% small business set-aside. The NAICS code is 541611 and the size standard is $5 million. Request for Proposals will be available on the Department of Labor, Employment and Training Administration's Internet Home Page at HTTP://WWW.DOLETA.GOV, approximately 15 days from the date of publication. Request for Proposals in hard copy form will be available, on a first come, first-served basis until the supply is exhausted. Telephone requests will not be honored. For requests made after the supply is exhausted, the Contracting Officer may determine whether payment of a fee is warranted. The fee will not exceed the actual cost of duplication of the solicitation document. Closing date for receipt of proposals will be April 17, 2001 at 2:00 PM local time. Requests must cite RFP-DCS 01-18 and must include two self addressed labels. Failure to enclose labels may cause delay in receipt of the solicitation. No collect calls will be accepted. It is the sole responsibility of the offeror to continually view the website for any amendments to this solicitation.
