Description

SYSTEMS ENGINEERING SERVICES FOR ANALYSIS, DEVELOPMENT, AND INTEGRATION OF WARFARE SYSTEMS IN VARIOUS NAVY PLATFORMS R -- The Naval Air Warfare Center, Aircraft Division, Code 2.5.1.3 at Patuxent River, MD announces its intention to procure on a competitive basis, services and materials necessary to provide systems engineering analysis, development, and integration of warfare systems in various Navy platforms over the full life cycle of a weapon system from concept development through disposal, and is applied to all Naval Aircraft and Support Systems.. The contractor shall be required to perform the following tasks: Systems Engineering, Aircraft Systems/Subsystems Integration, Avionics and Software Technology Insertion, Vehicle Technology Planning/Insertion, Survivability Engineering, Configuration Management, Reliability and Maintainability Engineering, Night Vision Devices/Night Vision Systems, Cockpit Displays Technology/Integral Lighting and Exterior Lighting, Program Performance Assessment Analysis/Planning, Allocated Baseline Identification Database, IR/IED Document Support, Reconnaissance and Surveillance System/Sensors, Non-Cooperative Target Identification, Multi-Sensor Integration, and Engagement and Rehearsal Aids, TACAIR Systems Development Facility, Networks, Integration of Environmental Product Design to Programs, Technology Transfer Program Support, and Network Centric Warfare. The services shall be performed at Naval Air Warfare Center, Patuxent River, MD. The contract type is anticipated to be Cost-Plus-Fixed-Fee Term, with an estimated total level of effort of 1,050,000 man-hours (210,000 per year) over a period of five years. The period of performance consists of one base year plus four option years with performance commencing approximately 15 August 2001. This action is a follow on to contract N00421-98-C-1202, the incumbent contractor is SEMCOR, Inc., 815 East Gate Drive, Mount Laurel, NJ 08054-1240. It is the Government's intent to award a single contract to the offeror who provides the best overall value to the Government, cost and non-cost factors considered. All potential offerors must either have or be able to obtain a DOD TOP SECRET facility clearance with TOP SECRET level of safeguarding capabilities.
