Description
See Note 1. This Warehouse and Labor Service Contract will be a 100% small business set-aside contract. The Environment Protection Agency (EPA) has program responsibility for operating and maintaining twelve facilities in the Washington, D.C. area with approximately 1.4 million square feet of space. A major requirement within this area of responsibility is the need for skilled labor services within these twelve buildings. These personnel will be responsible for providing labor services for the operation of EPA's warehouse to include shipping, receiving, storage (on-site and off-site), moving services (relocation of employees within and around EPA facilities), and minor building maintenance of EPA's facilities. On limited occasions and when EPA's mission necessitates, the Contractor may be required to provide these labor services at designated locations within an approximate 100 mile radius of the Washington Metropolitan area. The anticipated contract will be a fixed rate -- indefinite delivery/indefinite quantity (FR-ID/IQ) type with a 12 month base period, four 12 -- month option periods. It is estimated that for each contract period, the contractor will provide approximately 115,000 hours of labor and warehouse support which will include the following labor categories: Project Managers, Moving Foremen, Laborers, General Maintenance Workers, Forklift Operators, Shipping/Receiving Clerks, Property Technicians, Truck Drivers, and Warehousemen. The majority of hours will be provided by Laborers, Warehousemen/Forklift, and General Maintenance Workers. EPA is in the process of relocating their primary Headquarters location from the Waterside Mall Complex to the Federal Triangle Complex. Currently, the majority of the Labor Support Contractors are housed in the Waterside Mall Complex. A small contingent of Contractors are located in the Ronald Reagan Building/Federal Triangle Complex. The move of the Waterside Mall labor services function is scheduled to occur in August 2002. At that time, the warehouse and labor support contractors located at the Waterside Mall Complex will relocate to the Customs Building in the Federal Triangle Complex. The Contractor shall be responsible for relocating the entire warehouse and labor support operations for its Headquarters locations from the Waterside Mall Complex to the Federal Triangle Complex.
