- Description
- The U.S. Office of Personnel Management (OPM) intends to issue solicitation OPM-RFP-01-0011RDH as part of its effort to evaluate commercial salary surveys for setting locality pay for Federal employees. OPM has obtained commercial salary surveys from Watson Wyatt Worldwide (Wyatt), William M. Mercer, Incorporated (Mercer), and Hay Management Consultants (Hay). Before OPM can make pay comparisons, we must match the commercial survey jobs to Federal job series and grades. This acquisition is being handled as a total small business set-aside. The North American Industry Classification System (NAICS) number is 541611. The definition of a small business for this procurement is a firm that has had $5 million dollars or less in average annual receipts over the company's prior three fiscal years. A recently enacted law requires the President's Pay Agent to determine whether five additional metropolitan areas should become separate locality pay areas under the locality pay program for General Schedule (GS) employees. OPM is one of the members of the President's Pay Agent. This law authorizes the Pay Agent to make the required determinations by using salary surveys conducted by the Bureau of Labor Statistics, salary survey data compiled by organizations or entities for private sector businesses, or a combination of these data sources. To prepare a report required by the law, OPM requires contractual support. OPM's Workforce Compensation and Performance Service will begin working immediately on this project. The contracted work will supplement OPM's initial efforts and may also be used to provide additional review and analysis. OPM may use one or more contractors. Contractors selected for this program will attend a kick-off session, evaluate some or all of approximately 2,000 salary survey job descriptions using Federal classification standards, match each survey job to the appropriate GS occupational series and grade, document decisions in a Microsoft Access 97 database, submit work to OPM, respond to OPM questions, participate in weekly telecons, write and submit a summary of the process, and attend a wrap-up session. OPM expects that the job matching and analysis phase will be completed within approximately 30 days from the date the contract is awarded. After OPM completes its analysis of pay comparisons, additional follow-up work may be necessary. OPM will award a labor hour contract for these services. OPM will provide written job definitions from the Wyatt, Mercer, and Hay surveys, a CD with Federal classification standards in Adobe Acrobat format, and a Microsoft Access data entry form. The contractor will provide all other materials, including necessary software. The solicitation is scheduled for release electronically on or about February 23, 2001, with proposals due approximately thirty days thereafter. No hard copies of the solicitation will be mailed.
