Notice of Intent to Award Sole Source Contracting Office: Department of the Air Force, Air Force Material Command, Electronic Systems Center, HQ-SSG Standard System Group, Directorate of Contracting, 490 East Moore Dr. Suite 270 MAFB-Gunter Annex AL 36114-3000 Notice: Attachmate Cryptoconnect software and maintenance to support USAF and DFAS missions. Intention: Award AF Wide Enterprise level agreement through Sole Source Contract directly with Attachmate. Justification: supplies or services required are available from only one or a limited number of responsible sources under the authority of FAR 6.302. Interested sources may identify their interest and capability to respond to the requirement or submit proposals. Duration: License term- perpetual. Maintenance term: date of award through 30 Sep 02. Attachmate CryptoConnect Encryption Transport System is an upgrade to the INFOconnect OTS (Open Transport System), which has been used by the Air Force for Unisys mainframe terminal emulation since the early 1990_s. Mission criticality dictates seamless operation, hence sole source to ensure compatibility with proprietary coding. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to hear concerns from offerors or potential sources. The purpose of the Ombudsman is not to diminish the authority of the Program Manager or Contracting Officer, but to communicate offeror concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems previously brought to the attention of the Program Manager and/or the Contracting Officer, which could not be satisfactorily resolved, or issues that require contractor confidentiality.
