- Description
- The National Institute of Standards and Technology (NIST) has a requirement for a system of components necessary to measure phase noise in oscillators at the highest possible accuracy and resolution and requiring a dual-channel cross-correlation technique. This must be an advanced phase noise measurement detector and integrated software control to automate measurements which can work at any frequency between 1MHz and 26.5GHz with future upgrade ability to at least 40GHz. The system must have the following specifications for the system, as delivered: 1. AM/PM secondary noise standard calibrated from 10Hz to at least 1MHz frequency offset from carrier (1 ea), power splitter set for cross-correlation (1 ea), microwave mixers (2 ea), phase noise detector (2 ea), GPIB to RS232 adapter (2 ea), system controller software (1 ea), computer controller w/GPIB and software (1 ea), cross-correlation system cable set GPIB, adapters, signal cables, DC blocks and any other components needed to make all measurements (1 ea). The vendor must have a complete inventory for critical components along with a qualified service team for maintenance. Interested sources must submit a written qualification statement with literature, by February 26, 2001, and must contain sufficient information to clearly establish the ability to provide the necessary equipment. Responses must reference Synopsis No. NB814000004113JW. This announcement/solicitation is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00) and is not a request for quotes. There is no bid package available, just the important salient characteristics listed above. The award decision will be based upon the best value to the Government, with technical merit, past performance and availability being significantly more important than price.
