Description

Air transportation services moving 120 passengers and personal baggage in 4.5 hours from Naval Air Station (NAS) North Island CA to San Clemente Island CA. The average number of passengers moved per week is 600. Flight time and ground time are estimated as 30 minutes each. The period of performance is from 1 Jun 01, or date of award if subsequent thereto, through 30 Sep 01, with four one-year option periods under Federal Acquisition Regulation 52.217-9, and a possible "not-to-exceed" six months under FAR 52.217-8. The contractor must provide one or more, two pilot, IFR equipped, turbine powered, multi-engine, aircraft and operate under Federal Aviation Regulation Part 121 or 135. The minimum passenger load per aircraft is 19. To be awarded a contract under this solicitation, prospective offerors must satisfy all DOD Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR, Part 861.3, and the DOD Additional Standards for Contract Passenger Operations under FAR Part 135. These requirements exceed the FAA Part 135 standards in several areas.
