Description
The Department of Health and Health Services(DHHS), Health Resources and Services Administration(HRSA), Contract Operations Branch is conducting a market survey to determine the availability and technical capability of small businesses. The applicable small business size standard, North American Industry Classification System(NAICS) is 611513 and $5.0 million dollars. The proposed requirement is to acquire Heartsaver/Automated External Defibrillator(AED) training and electronic management/collection of the training data of the participating individuals in the Federal Occupational Health(FOH) sponsored AED program. It is estimated that a minimum of 35 classes and up to 125 AED training classes per year across the country would be needed. An electronic database will be used to track the participating individuals training status within the FOH/AED program. The FOH is planning to place AEDs in all FOH health clinics. This is an integral part of a comprehensive AED program, resulting in an efficient mechanism for FOH to provide a comprehensive AED program to other Federal Agencies. A proposed contract would support FOH's placement of AEDs in their occupational health clinical service sites, and other Federal buildings located throughout the United States. It is important to note that transportation travel costs will not be provided under this contract, therefore, potential sources shall already have a network of qualified AED trainers located in and around areas close to the occupational health clinical service sites, and other Federal buildings located throughout the United States. Joint ventures, teaming agreements and prime/sub contractor relationships submitted by 8(a) firms and other small businesses in response to this sources sought synopsis are acceptable. Organizations with past and current experience providing the above services shall send a detailed capabilities statement demonstrating this experience. An explanation of how any potential teaming arrangement as described above in this paragraph, shall be provided as part of the capabilities statement. Small business concerns that believe they possess the capabilities necessary to undertake this proposed requirement shall submit four copies, to be received no later than, 2:00 p.m. Rockville, Maryland time on February 22, 2001 to Mario Checchia, Contract Specialist, Department of Health and Human Services, Health Resources and Services Administration, Contract Operations Branch, Parklawn Building, Room 13-A-19, 5600 Fishers Lane, Maryland 20857. The capability statements shall be not more than twenty-five (25) pages, on 8.5" x 11" paper, with 1" margins and a 12 point, commonly used font such as, Courier or Times Roman in length. THIS IS ANNOUCEMENT IS NOT A REQUEST FOR PROPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. RESPONSES SHALL NOT INCLUDE COST OR PRICING INFORMATION. ONLY SMALL BUSINESSES AS DEFINED BY THE NAICS CODE ABOVE SHOULD RESPOND TO THIS ANNOUNCEMENT.
