Description

The U. S. Marshals Service (USMS) has a requirement for individual(s) or corporation to provide monthly disposal services (auctions) for seized & forfeited vehicles in the District of New Jersey, Newark. This requirement will include vehicle disposal services for USMS Southern & Eastern Districts of New York. Monthly vehicle auctions will be conducted at the Dept. of Veterans Affairs Distribution Center, Hillsborough, NJ. The USMS intends to award a Purchase Order using Simplified Acquisition Procedures for a base year plus a one (1) year option. The Government intends to evaluate quotes and award without discussion with quoters. Therefore, the quoter's initial quote should contain the quoter's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government will make an award to the responsible quoter whose quote is technically acceptable and demonstrates the "Best Value" to the Government in terms of price and past performance. For these reasons the Government reserves the right to award to other than the lowest priced quote. For this evaluation the quoter is required to submit information regarding its past performance, by providing at least two (2) references for which specific federal asset forfeiture disposal has been performed. Quoter's written proposal shall address the following areas: technical, management, past performance, price and price-related factors. Past performance: Quoter should provide information regarding past performance which addresses the following two areas: (a) past performance in conducting federal asset forfeiture disposal, and (b) past performance with generalized asset disposal (i.e., City/State or Commercial).
