Description
REQUEST FOR CAPABILITIES STATEMENT FROM 8(a) SMALL BUSINESSES. The Environmental Protection Agency is conducting a market search for 8(a) small businesses to provide on-site and off-site technical support for the Office of Research and Development, Mid-Continent Ecology Division -- Duluth (MED-D),Large Lakes Research Station (LLRS), Grosse Ile, Michigan. EPA reserves the right to set this action aside for 8(a) small businesses. If there are an insufficient number of qualified 8(a) concerns to ensure adequate competition, the Agency may elect to compete the requirement as a small business set-aside. Technical and ecological research support services include: biology, chemistry, physical, engineering, and modeling support and other general research support. This requirement includes all work carried out under the mission of LLRS which is to develop the technology of predicting and assessing the effects of multiple stressors on ecological resources. LLRS conducts mathematical modeling research, sample collection and analysis, aquatic toxicology and ecology studies of rivers and streams, wetlands, and lakes, with emphasis on the Great Lakes. The LLRS research areas that contractor activities support, include but are not limited to: Develop, refine and validate mathematical modeling methods to predict the ecological responses of freshwater systems to toxic chemicals, chemical mixtures, microorganisms or other stressors; Develop and apply ultra-trace level analytical methods for environmentally occurring chemical contaminants; Develop interdisciplinary approaches to planning, collecting, and providing physical, chemical and biological data for mathematical model input and validation. The contractor shall provide individuals such as Biologists, Inorganic/Organic Chemists, and Mathematical Modelers at LLRS and at off-site locations who shall undertake efforts that include, but are not be limited to: 1) Develop, refine, validate and test various types of mathematical models relating multiple stressors in the Great Lakes to their effects on the ecosystem; 2) Collection and analysis of environmental samples to include effluent, sediments, precipitation, leachates, fishes, invertebrates, and natural waters; 3) Routine culturing of both plant and animal aquatic species; 4) Preparation of environmental samples for trace level analyses of environmental contaminants by analytical chemistry instrumentation; 5) Operation and routine maintenance of analytical chemistry equipment including, but not limited to, inductively coupled plasma emission spectrometry, inductively coupled plasma spectrometry/mass spectrometry, flameless atomic absorption spectrometry, atomic fluorescence, liquid chromatography, gas chromatography and gas chromatography/mass spectrometry instrumentation; 6) Methods optimization and development to meet modeling, chemical and biological needs of research tasks; 7) Peripheral requirements to include: processing and Quality Assurance summarization of data, report and journal manuscript preparation, and presentation of findings at scientific meetings. The applicable NAICS is 541710 with a size standard of 500 employees. ALL INTERESTED 8(a) SMALL BUSINESSES SHOULD FURNISH STATEMENTS REFERENCING THEIR CORPORATE EXPERIENCE AND CAPABILITIES RELATIVE TO THE RESEARCH AREAS DELINEATED ABOVE WITHIN 15 DAYS OF THIS NOTICE. This requirement is a follow-on to contract number 68-C6-0028 with SoBran, Inc. It is anticipated that the contract will have an effective date of October 1, 2001. All responsible and eligible 8(a) firms may submit a Capabilities Statement which will be considered by the Agency. A Pre-Solicitation notice will be issued at a later date.
