Description
The Space and Naval Warfare Systems Command (SPAWAR), Navy Satellite Communications Program Office, PMW 176, is seeking potential sources to develop and manufacture ship, submarine, and shore-based Advanced Extremely High Frequency (AEHF) satellite communications terminal equipment. SPAWAR envisions the AEHF terminal to be a multiband, multimode terminal capable of communicating via multiple satellites simultaneously (AEHF, plus MILSTAR I, MILSTAR II, UFO (GBS), WGS, and commercial Ka-band systems.), and also to be comprised of interchangeable, modular components with common interfaces. During the initial phase of this effort, SPAWAR intends to award up to three Other Transaction Agreements (OTAs) to develop prototypes of the AEHF system. The prototypes will be virtual models exhibiting both physical and technical characteristics of the system. SPAWAR expects the models to address the core AEHF capability, with backwards compatibility for Low Data Rate (LDR) and Medium Data Rate (MDR) communications, and to include value added capabilities. Examples of value added capabilities are simultaneous multiband feeds and radomes, reduced radar cross section, multibeam apertures, standard interfaces, and scalability over a range of data rate requirements with an emphasis on increased operational availability and reduced life cycle cost. Furthermore, in addition to the virtual prototype, vendors should provide an operational concept, communications capability and technical basis for the next generation Navy tactical terminal in sufficient detail to allow SPAWAR to generate a realistic development strategy. SPAWAR will conduct Industry Day briefs in San Diego with individual companies on February 20 and 21, 2001 for no more than one hour per company. Interested sources shall respond to the POCs listed above prior to 15 February 2001 to discuss the specifics of the OTAs and to schedule a time for their Industry Day briefing. Potential sources will need a SECRET clearance for pre-award access. Potential sources must possess a SECRET facility clearance at time of award and must be U.S. Companies Only (NOFORN). This announcement is an update to previous announcements on the Navy Advanced EHF program and is a continuation of the Navy's efforts for executing the AEHF capability previously synopsized on November 16, 2000 notice number 5068W7.
