INDUSTRY DAY: U.S. Army Headquarters, Operations Support Command will conduct an "LOGCAP Industry Day" on 22 Feb 01 from 0800-1630 CST at Jumer's Castle Lodge (Mozart Room), located at Spruce Hills Drive and Utica Ridge Road in Bettendorf, Iowa for all industry representatives interested in participating in the LOGCAP recompetition. A block of rooms have been reserved for 21 Feb and 22 Feb at the government rate on a first-come basis at Jumer's Castle Lodge (319) 359-7141. Contractors must respond to Jumer's by 14 Feb 01 to reserve room(s). Ask for "Industry Day for Rock Island Arsenal" to reserve room(s). Logistics Civil Augmentation Program (LOGCAP) is an initiative by the United States Army to plan during peacetime for wartime or unforeseen military contingencies using commercial contractors to prepare plans and execute approved plans to provide logistics services and engineering support to augment U.S. forces in support of DOD missions with reasonable assurance of success and within reasonable costs. Services may include but are not limited to 1) providing world-wide logistics support, 2) construction and facility operation services, 3) capability to determine regional materials acquisition, transportation, and management strategies, 4) regional capabilities in logistics support, construction and facility support services, 5) Army Oil Analysis Program (AOAP), 6) Test, Measurement, and Diagnostic Equipment (TMDE) and 7) management and maintenance of the Force Provider training module located at Fort Polk, LA. Contractor must be able to obtain and provide a Secret Level Facility Security Clearance issued by Defense Security Service (DSS) prior to solicitation closing. REQUEST FOR COMMENT: At this time, we request your participation in a Request for Comment (RFC). The purpose of the RFC is to afford industry an opportunity to comment on any perceived issues with regard to the LOGCAP recompetition and to allow the Government to receive the benefit of industry comments. The Government's purpose in providing an opportunity for industry comment is to identify potential problem areas, and provide alternative recommendations in order to enhance the success of the initiative. The Government believes industry feedback is important, and is receptive to any and all ideas from industry which would result in limiting unnecessarily constraining requirements, realizing cost savings, or highlighting potential technical or contractual problem areas associated with the initiative. Any comments provided should not be viewed as a vehicle for presenting a specific approach or product intended to be proposed but as an opportunity to improve an eventual solicitation package. Comments, whether supportive or critical, are earnestly solicited regarding every aspect of the proposed initiative. Replies are not mandatory. Replies will be separated from, and have no bearing on, subsequent evaluation of proposals submitted in response to any resulting formal Request for Proposal. The use of comments received from industry to complete final statements of work and resulting solicitation documents will be at the discretion of the LOGCAP Program Manager (PM) and the Procuring Contracting Officer. Any subsequent solicitation will be synopsized prior to its release. Eligibility in participating in a future acquisition does not depend upon a response to this notice. The Government will not critique a potential offeror's comments and the RFC should not be used by offerors to market their products/services. The Government does not intend to pay for the information solicited and will not recognize any costs associated with submission of the RFC. Proprietary information is not being solicited. Information considered proprietary, if any, should be identified as such.
