Description

The U.S. Army Soldier and Biological Chemical Command intends to conduct negotiations with and award a contract to Applied Epidemiology Inc., PO Box 2424, Amherst, Massachusetts 01002-2424, on a basis of other than full and open competition, reference FAR 6.302-1(a) for the following services: Perform analysis and prepare report on data acquisition linkage of Medical Evaluation Board files and Physical Evaluation Board files, error checking, and selection of control population using Army databases; Perform research and prepare report of preliminary analysis of Physical Evaluation Board outcomes data; Perform research and prepare report of preliminary analysis of Medical Evaluation Board outcomes data; Perform final research and analysis, and prepare final report summarizing all data and analysis. This sole source procurement is based on the fact that vendor has extensive experience using TAIHOD data, and has ongoing projects with substantial overlap with this project. There is no one else who could conduct this research as proposed. The contractor has developed direct familiarity and competency in the use of the TAIHOD database generally, and the disability data specifically contained in the data base. Such expertise can only be developed over the course of years and thus no one else could be expected to possess the necessary familiarity with the TAIHOD that they currently possess. They are credentialed investigators on ARIEM protocol H00-10, "The Total Army Injury and Health Outcomes Database", and have passed required training including NIH human subjects training. They have also signed confidentiality agreements and placed them on file with the HURC secretary at USARIEM. No solicitation document is available. See Note 22.
