- R -- Analysis of Data and Design of Surveys Task Order (ADDSTO) Contracts, Solicitation HCFA-01-0012/DB, POC Dave Barbato, Contract Specialist, 410-786-5145. The Health Care Financing Administration (HCFA) is soliciting proposals for the Analysis of Large Data Sets and Design of Surveys Task Order (ADDSTO) contracts. HCFAs mission is to promote the timely delivery of appropriate, high quality, cost-effective health care to program enrollees, who include the nation's aged, disabled, special needs groups, low income families and children. The use of these Task Order Contracts is expected to assist HCFA in carrying out its mission by facilitating expeditious initiation data analysis and survey activities. Two different Specialty Areas" will be established under this solicitation. Each specialty area requires a different set of skills and expertise. The two specialty areas are: Analysis of Large Data Sets and Design and Conduct of Surveys. An offeror/organization may submit a proposal for the example task for each specialty area in which they wish to qualify and may receive a contract for more than one specialty area. Organizations interested in submitting proposals for more than one specialty area are required to submit a separate and complete proposal for each specialty area of interest. HCFA expects to encounter requirements for data analysis and survey design for the Medicare, Medicaid, and Child Health programs whose results must be available in a relatively short period or which must be initiated rapidly in order to have information available for program decisions by the Administration and/or Congress. To avoid the use of noncompetitive procurements and to meet the rapid timeliness requirements for certain studies, a contracting vehicle will be established (Task Order Contracts) under which the preliminary screening of multiple awardees of high caliber will be accomplished as part of the original award process. The contractors are then asked to undertake individual projects. We believe the use of a Task Order Contract provides a solution, which resolves the conflict between the need to move rapidly to accomplish high quality research and the requirement to preserve competition. ABOUT THE ADDSTO SOLICITATION DOCUMENT: HCFA will be soliciting offers with the intent of awarding a Cost-Plus-Fixed-Fee/Indefinite Delivery, Indefinite Quantity (IDIQ) Task Order Contract with one base year and four option years. Offerors are advised that the two specialty areas differ with regard to small businesses. The specialty area "Analysis of Large Data Sets" is designated as a total small business set-aside. The other specialty area "Design and Conduct of Surveys" is full and open competition, however, the Government intends to try to make a percentage (30%) of the multiple task order contract awards to small businesses, if such qualify. Offerors are further advised that the evaluation and source selection of the multiple award task order contracts for Design and Conduct of Surveys will be conducted as a two-phase or segmented process. The awards to small businesses will be made as a result of an evaluation and source selection among proposals received from small businesses. The other multiple task order contract awards under this specialty area will result from an evaluation and source selection among proposals received from other than small businesses. The definition of a small business in this procurement is the Standard Industrial Classification (SIC) of 8732(NAICS CODE of 54172) with a related size standard of $5,000,000. Subcontracting with small, small disadvantaged and small women-owned businesses is encouraged. The general statement of work of the contract lists "functions" or activities that could include any or all of the usual steps in the preparation of a project and its implementation. On a particular topic, a protocol could be developed and the project discussed in terms of its relevance and feasibility; the objectives may be specified, the literature reviewed, study hypothesis presented, and the methodology defined; data collection plans and instruments, procedures, measurement techniques and analysis plans may be drafted, and the entire project plan may be laid out. Projects may be short- or long-term and may involve collaboration in which segments of the analysis are done by different parties. Activities may also involve the collection of primary data through interviews or the administration of survey instruments and/or the assembly of secondary data; the coding, editing, tabulation and analysis of data; and the analysis of data. The development of surveys for testing new approaches, and the conduct of projects to test such models, also may be required. Finally, a project could be as simple as a single analysis to deliver a single set of factual information. HOW TO OBTAIN THE ANALYSIS OF DATA and DESIGN OF SURVEY (ADDSTO) SOLICITATION: We expect the ADDSTO solicitation to be available in early March 2001, on the Internet at www.hcfa.gov/contracts . Requests for available hard copies of the RFP will only be entertained from vendors who affirm they do not have Internet download capability. ADDSTO INTERESTED PARTIES DATABASE: This database will provide organizations with information about other organization interested in the ADDSTO effort so that partnering, teaming, subcontracting, etc. relationships can be developed. This site will allow the vendor to enter its company information into the Database. It is IMPORTANT that the information provided is accurate.
