- MARKET RESEARCH OF INTERESTED SOURCES Item: Essential Maintenance of Air Elevator Support Trailer (AEST), NSN 1450-01-219-9780AI, Part Number 1734E34-003, in support of the ICBM Peacekeeper Weapon System. The contractor shall transport (from Vandenburg AFB, Calif and F.E. Warren AFB, Wyo), receive, inspect, test, perform the necessary maintenance on each trailer, and return unit to Air Force site, on an annual basis. The contractor shall restore the end-item to a serviceable condition and return to the using activities. 10 year service contract as follows: FY01 -- 1 EA unit; FY02 6 EA units; FY03 through FY10 8 EA units. The recorded outputs of the unit shall be calculated to/or performed at approximately 6,300 foot elevation. a. Maintenance is to include: (1) check out to insure proper operation of the fire suppression system, Arm/Disarm functions, and fully charge the system, insure calibration and accuracy of all gauges and panel meters using CheckMate 600 model 23415 with transmission pneumatic hand pump model 23617P; (2) check engine and compressor fluids for contamination with sample testing and record, test and measure compressor speed and pressure using vendor supplied Sonic Nozzle venturi flow meter (Flow Systems Inc) and record finding; (3) verify temperature RTD, pressure transducers, transmitters, control valves, mixing valves, regulators and due point monitors for proper operation and accuracy using CheckMate 1000 Model 23120E Process Calibrator; (4) operate and check hydraulic start system; (5) check engine block heater; (6) check 24 VDC power supply system; (7) perform pulse measurement tests using SPM Instruments Model T2000 shock pulse tester on compressor; (8) and perform a Post-Maintenance Checkout on each completed end-item to assure serviceability prior to delivery to government. b. Emergency Response capability as required to support field failures. The contractor shall travel to F.E. Warren AFB, WY and Vandenberg AFB, CA within 48 hours of notification in response to emergency calls on the AEST. Interested sources must have the expertise, manpower, facilities and specialized tooling required to maintain this complex equipment. In addition, technicians performing the maintenance on the compressor portion of the AEST must be ATLAS COPCO certified. A pre-award survey will be performed prior to award to verify contractor s technical capability, production capability, financial capability, accounting system, government property control system, and past contract performance. The successful offeror must be acceptable in all areas of the survey.
