- Description
- The U.S. Army Engineering and Support Center, Huntsville, Alabama, intends to make a sole source award to Mr. Robert Coker for Advisory and Assistance services to accomplish the following tasks. Support will be provided through computer systems engineering services necessary to evaluate and validate a Defense Information Systems Agency (DISA) owned and operated computer as a possible source for the Programming, Administration, and Execution (PAX) System applications and accomplish the transition to the selected site if applicable. Phase I will be the effort to benchmark and analyze the software performance, acquire affected list of Government-owned System Software on the current host computer, provide an Agency Procurement Request Report including a Requirements Analysis and an Analysis of Alternatives, and develop the necessary Service Level Agreement (SLA) for the best computer source. This task shall be completed not later than June 1, 2001. Phase II will be the coordination of the migration and participation in the transition if the DISA site is selected. Value for Phase I is expected to be approximately $30,000.00 and the value for Phase II is expected to be approximately $17,000.00. Ability to perform the proposed services requires "expert" knowledge/experience in the following areas: Technical experience with the systems architecture and applications of the PAX DD Form 1391 (DD1391) Processor System and associated modules; analysis and design of general computer systems; software languages COBOL, REXX, FOCUS, and the operating system VM/CMS; processes of the PAX Accounting Control System (ACS) System for billing of the PAX System costs; interfaces of the PAX CAPCES System with the DD1391 Processor System; technical review of PAX computer service offeror proposals; development of computer requirement documentation in accordance with Government standards. Offeror shall have experience in the previous two benchmarks for the PAX System. This is not a formal solicitation. The synopsis of intent to award a sole source is not a request for proposals/offers. Offerors who can provide the US Army Engineering and Support Center, Huntsville, with the above services are invited to submit, in writing, an affirmative response which shall include applicable pricing and specific details indicating a bona fide ability to meet this specific requirement. All responsible sources may respond to this synopsis, and all such responses will be considered by the agency. Response should include business size; Standard Industrial Code 7371. NAICS code 541511. If no written responses are received within 15 calendar days, a sole source solicitation will be issued.
