Description

The Bureau of Alcohol, Tobacco and Firearms intends to negotiate on a sole source basis with the University of Massachusetts/Lowell for a cost-no fee type research and development contracts for micro-thermal analysis and development. This will be a sole source acquisition to UML due to the unique nature of the work to be performed. UML combines the expertise and experience characterizing explosives with access to and full knowledge of state of the art technology in the area of micro-thermal analysis. Unique access to this information includes direct participation by the inventors with UML and also with the developers of this technology as it relates to explosives analysis.
