- VEHICLE EMISSIONS, ELECTRIC DYNAMOMETERS, 4WD SYSTEMS This CBD synopsis is being provided to publish a requirement for the National Vehicle and Fuels Emissions Laboratory (NVFEL) of the Environmental Protection Agency (EPA) in Ann Arbor, Michigan which is seeking experienced vendors who can provide the complete installation of an existing Horiba Light Duty (LDV) 48" single roll electric dynamometer and the total integration of this dyno with an existing unit to create 4WD testing capabilities for use in motor vehicle performance and emissions testing in accordance with CFR Part 40 Subpart 86. This procurement will provide several essential components of this retrofit -- the physical pit renovation, the installation of the existing spare dynamometer system, the software upgrades and integration to meet the dynamometer functional specifications and performance requirements, and the expertise to engineer, install, calibrate, and verify the complete system. The physical changes involve the retrofit of an existing, but partial demolished, concrete dyno pit to accommodate the movable rear roll set of the 4WD system. This 4WD system shall be capable of accommodating vehicle wheelbases of 80" to 180". Three phase wiring from the power panel to a disconnect switch and the dynamometer power converter will need to be installed from a buss above the cell to handle the electrical loads (250 amps) of the second dynamometer. The existing dynamometer motor, load cell, rollers, and all mechanical components of the LDV-48 machine can be utilized as required, but the 4WD system will require a new computer control system, including calibration and parameter changes to adjust the response characteristics for FWD, RWD, and 4WD testing capabilities. A vehicle restraint system shall be provided that is usable for all three test modes. The subsystems shall be installed and integrated with a modern, user friendly, control computer that is interfaced with the existing Horiba controller systems to control the performance of each dynamometer. Any parameter or software changes shall be completed and documented by the contractor and the performance of the overall system shall be verified by an acceptance test procedure using all three types of vehicles. These acceptance procedures are documented in the specifications used to procure the dynamometers under contract 68-C1-0061 in 1991. A Written solicitation PR-CI-01-11790 is anticipated to be issued upon the expiration of this notice. It is anticipated the solicitation will be issued as a request for proposals (RFP) and will be issued under full and open competitive conditions. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this acquisition is solely within the discretion of the Government.
