- Description
- The Environmental Protection Agency, Region VI, contemplates the solicitation, negotiation, and award of a cost plus fixed fee, level-of-effort (LOE) contract to provide contractor assistance for the performance of scientific analyses and preparation of environmental studies for coastal wetland restoration projects and other related activities under the Coastal Wetlands Planning, Protection and Restoration Act (CWPPRA). It is anticipated that this acquisition will be processed as a competitive procurement totally set aside for small business. The period of performance is a twelve (12) month base year with four (4) one year option periods. The anticipated LOE is estimated at an average of 4,550 hours per twelve-month period of performance. EPA will evaluate and select a contractor based on specific technical evaluation criteria and cost. The Agency is seeking offerors with knowledge of the coastal Louisiana wetlands and the CWPPRA program. The contractor will be required to work with universities or other academic institutions in order to obtain the most advanced research for application to some projects. The contractor services sought are to assist EPA in fulfilling its requirements under CWPPRA. In relation to CWPPRA, the contractor shall: (1) provide technical assistance on priority project evaluations including wetland value, engineering feasibility, and cost estimates; (2) assist EPA in the development of detailed cost estimates for EPA-Sponsored projects; (3) perform environmental analyses and assist EPA in the preparation of environmental information documents; (4) assist EPA in the conducting of engineering design and construction overview activities; (5) identify potential coastal wetland restoration projects for priority list development; (6) provide scientific and engineering reviews of projects submitted by other CWPPRA Task Force agencies; (7) provide technical assistance to EPA for development of candidate priority projects including fact sheets, cost estimates, and boundary descriptions; (8) assist in developing restoration and conservation plans as well as reviewing, analyzing and providing comments on such plans; (9) facilitate meetings and workshops to advance the building of partnerships and advance the technology of restoring coastal wetlands; (10) participate in technical advisory workgroup sessions; (11) review and provide recommendations on proposed monitoring plans for restoration projects; and (12) conduct, facilitate and/or make presentations at workshops and public meetings. Oral presentations will be required of each offeror. The evaluation factors will include, but are not limited to, past performance, technical, and contract management ability. All responsible sources may submit a proposal which shall be considered by the agency. Award will be made to the firm offering the best value to the Government. The Government intends to evaluate proposals and award contract without discussions. From the date of the initial posting of the solicitation, to contract award, which is estimated to be on or around July 10, 2001, the resulting solicitation, amendments and other related items for this procurement will be posted on EPA's "Doing Business with EPA" Web site and can be downloaded.
