- Description
- The Government intends to acquire System Engineering and Integration (SE&I) support for the Force XXI Battle Command Brigade and Below (FBCB2) System from TRW, Tactical Systems & Information Technology Group, Carson, CA on a sole source basis. A sole source Indefinite Delivery Indefinite Quantity (IDIQ) type contract will be awarded to TRW, Inc. for the evolutionary development of the FBCB2 System?s software versions 3.5 to 4.N+. The statutory authority for this action is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1 (a) (1), Only One Responsible Source. TRW is the current Engineering and Manufacturing Development (EMD) contractor and Systems Integrator. As part of this SE&I phase, the Government will acquire the technical and engineering support to evolve the FBCB2 System?s functionality toward satisfying the ORD Block II requirements through the development of software versions 3.5 through 4.N+. By implementing these software enhancements, the Government will build on its investment and the existing capabilities of the FBCB2 System and make progress toward the full objective capabilities of the System. The FBCB2 System?s functionality needs to continue to mature through the evolution of its software on a schedule linked to the Army Battle Command System (ABCS) to achieve the Army?s Digitization Plan. This requires delivery of the beta version of the 3.5 software in the 1st Qtr FY02 and final version delivery in the 2nd Qtr FY02. Software version 4.0 delivery is planned for the 1st Qtr FY03. The ABCS 7.0 software package will be tested for interoperability from the 1st Qtr FY01 through the 2nd Qtr FY03 with a final version release scheduled for the 3rd Qtr FY03. The FBCB2 System?s software versions 3.5 and 4.0 must be delivered to coincide with ABCS testing and deployment. The requirement is to design, develop and test software version 3.5 in a 6-8 month time period following contract award. The FBCB2 System software delivery dates are synchronized with ABCS deliveries that support the Army?s overall Digitization Plan. It is anticipated that delivery of the beta version of the 3.5 software will be made in the 1st Qtr FY02 with delivery of the final version in the 2nd Qtr FY02. Software version 4.0 delivery is planned for the 1st Qtr FY03. The ABCS 7.0 software package will be tested for interoperability from the 1st Qtr FY01 through the 2nd Qtr FY03 with a final version release scheduled for the 3rd Qtr FY03. (SEE NUMBERED NOTES: 22)
