Description
This synopsis is for the acquisition of Systems and Software Engineering Services to support the Software Engineering Center (SEC) in the development and maintenance of Communications, Command and Control, Intelligence, Electronic Warfare, Sensors, and Avionics Systems, and other organizational Information Technology (IT) systems and associated support requirements. The CECOM SEC provides software and systems engineering support for assigned Mission Critical Defense Systems (MCDSs) and associated systems/programs throughout their life cycle. The program will support integration and interoperability among these and other weapons systems to the maximum extent practicable to create a virtual system of systems. This acquisition/program will also provide support to the SEC in developing, acquiring, and sustaining superior information technologies and integrated systems, enabling battlespace dominance for America's warfighters. SEC's mission is to support CECOM's mission by providing software products and services that enhance Army/Joint warfighting, business, management, and support capabilities. This multiple award, IDIQ Hybrid acquisition will provide software support services to activities in the U.S. Army and DOD communities and ensure they are supported in a responsive and cost effective manner. In addition to the SEC internal requirements, these contracts are intended to support Program Executive Officers (PEO), Program Managers (PM), and other customers' software support requirements. The vital mission support for these systems is mandatory throughout the systems' lifecycle from development through deployment to assure satisfaction of performance requirements, prompt resolution of software problems and implementation of improvements identified after deployment of these systems. The contractors selected as a result of this acquisition process will perform work at US Army CECOM SEC facilities at Ft. Monmouth, N.J., Ft. Huachuca, AZ. and other locations worldwide. This solicitation and resulting contract will call for one (1) base year with nine (9) additional one-year options. It should be noted that the Past Performance Factor data will be required to be submitted fourteen (14) days prior to the RFP response deadline. In addition, it is anticipated that one or more sample task(s) may be posted to the IBOP approximately seven (7) days prior to the solicitation date.
