Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number DCA200-01-T-5031 is issued as a Request For Quote (RFQ). Evaluation Criteria For Award: Award shall be made to the contractor who is determined to be lowest price, technically acceptable in accordance with the Statement of Work (SOW) and Security Regulations DISA INSTRUCTION 240-110-8 and DOD REGULATION 5200.1R contained therein. Determination of technical acceptability will include passing a site inspection by DECC Columbus security personnel. (iii) The solicitation document and incorporated provisions and clauses in effect through Federal Acquisition Circular 97-18. (iv) This solicitation is a small business set-aside. The North American Industry Classification System (NAICS) code is 541519 with a small business size dollar amount not to exceed of $18M. Task Order Title: Defense Enterprise Computing Center Columbus Off-Site Storage of SECRET Backup Tapes 3. Background Defense Enterprise Computing Center (DECC) Columbus provides a broad range of Information Technology (IT) support services to a variety of Department of Defense (DOD) components. This support consists primarily of mainframe and mid-tier data processing. The DECC Columbus consists of seven principal operating elements: the Defense Megacenter (DMC), the Network Operations Center Columbus (NOC-C), the Security Office, and the Business Management Office. The DMC, NOC-C, Security Division and Business Office operate from Columbus, Ohio. DECC Columbus is also responsible to 2 Detachments, DECC-D Denver, CO and DECC-D Indianapolis, IN. Major customers of the DECC Columbus include the Defense Logistics Agency (DLA) and the Defense Finance and Accounting Service-Columbus (DFAS-CO). DECC Columbus also has support agreements to provide services to various military departments, and other DOD components. 4. Objectives and Scope: DMC Columbus must be able to provide its mid-tier customers recovery capabilities in the event the data processing center is not functional. Each day, DECC Columbus mid-tier personnel perform mid-tier backups in accordance with various schedules. To ensure the safety of the data on the backup tapes, the tapes must be stored at a offsite storage location that is far enough from the DECC to ensure that the same event which caused the DECC to be ineffective does not also affect the offsite storage location. This means that the selected vendor must use a site that is at least 19 miles away but is less than 100 miles from the DECC. Once the appropriate backup tapes are created, they will be sent to an off-site location on a weekly and monthly basis. If a significant service interruption occurs and DECC Columbus cannot continue processing within 24 hours, DECC Columbus must relocate to alternate-processing sites. If DECC Columbus employees are prohibited from entering the processing center to download data needed to process at alternate sites, the off-site storage contractor will be asked to ship the backup tapes to the alternate processing sites. 5. Specific Mid-Tier Tasks: 1) Task 1 -- Mid-Tier Tape Pickup: The contractor shall pickup tapes at DECC Columbus in accordance with the schedules in paragraph 9. Those tapes are the result of weekly or monthly backups. The mid-tier backup tapes are produced on various media types, including, but not limited to: DLT Tapes IV HP DDS1 90mm The contractor shall provide steel storage containers that will be used to transport and store cartridge tapes. Containers must be made of steel and be water-resistant, shatter resistant, flame resistant and be specifically made for DLT cartridges or HP DDS1 tapes. The storage containers shall be steel cartridge cases capable of holding approximately 16 -- 21 tapes. The contractor shall provide enough storage cases to store the most recent set of backup tapes at the off-site location, the oldest set of backup tapes that are brought back to DMC Columbus and tapes during the ejection period before shipping to the off-site location. Estimate of tape counts is provided in paragraph 9. Prior to pickup, DECC personnel will remove the cartridge tapes from the mid-tier devices and insert them into the storage containers. The contractor shall pick up the storage containers and return any containers that are ready to be brought back. DECC personnel will unload the containers and load the tapes back into the mid-tier devices. DECC Columbus personnel will then use the unloaded containers for the next shipment of backup tapes. The selected vendor will provide contractor personnel who possess a security clearance at the Secret Level or above who are knowledgeable in the handling methods of classified material. The above personnel will be used for all pickup and delivery of the noted classified media. The selected vendor will provide the customer a list of personnel, along with verification of clearance (to include date granted and level authorized). Only cleared personnel with proper identification will be permitted to handle the classified containers. These personnel will sign for the classified containers using an approved Government form per DISA Instruction 240-110-8. Likewise the contractor personnel will obtain a signed receipt from the DECC Columbus tape librarian when the classified containers are returned. The selected vendor will be provided these forms, specific instructions, and relative procedures when the contract is awarded. The contractor's vehicles that are used to transport tapes must be used only for transportation of media, and they must be temperature/climate controlled. Due to the packaging of the classified media, no other specific requirements are noted in relationship to the contractors' vehicles. The containers will be prepared by the DECC Columbus Tape Librarians according to DOD regulations related to the handling of classified media/material .The tapes will remain in the prepared locked steel storage containers at all times with access only by DECC Columbus personnel. The contractor shall retain one set of keys to the containers to be shipped (FED EX) separate from the containers during a recovery exercise or disaster. In the event of an emergency the DECC Tape Librarians will utilize their keys to open the containers. A recovery exercise is described as an attempt to reconstitute either an application or the entire processing center for learning purposes at one of the alternate processing sites. An emergency is described as an action which requires an attempt to reconstitute an application or entire processing center at the host location (DECC Columbus). A disaster is described as an actual disablement of the host location requiring reconstitution of either an application or the entire processing center at one or all of the alternate processing sites. Estimation of tape counts is provided in paragraph 9. Deliverable: Mid-Tier tape pickup per attached schedule (paragraph 9). 2) Task 2 -- Mid-Tier Tape Transport and Storage: The contractor shall pickup the backup tapes prepared by the DECC Tape Librarians according to the schedule in paragraph 9. The backup mid-tier tapes will be transported in accordance with DISA Instruction 240-110-8, chapter 8, Methods of Transmission or Transportation, provided as enclosure 01. Tapes for each classified system shall remain off-site as noted in paragraph 9, and then selected vendor shall bring back the oldest generation of weekly/monthly backups. Current retention guidance is found in paragraph 9 of this statement of work; once the contract has been awarded, the Alternate Task Monitor (COOP) or Alternate Task Monitor (Operations) will provide the vendor with the most current return schedule for the weekly pickups. All containers must remain locked at all times during transportation and storage in accordance with DISA Instruction 240-110-8. The contractor's facility must be at least 25 miles (but no more than 50 miles) from DECC Columbus to reduce the risk of the same regional disaster destroying both the off-site storage facility and the processing center. A waiver may be granted if the selected vendors' facility is more than 20 miles away from DECC Columbus, but less than 25. Access to the selected vendors' building must be strictly controlled and in accordance with DOD Regulation 5200.1R, Appendix G, Physical Security Standards, provided as enclosure 02. The selected vendor will provide contractor personnel who possess a security clearance at the Secret Level or above who are knowledgeable in the handling methods of classified material. The above personnel will be used for all pickup and delivery of the noted classified media. The selected vendor will provide the customer a list of personnel, along with verification of clearance (to include date granted and level authorized). Only cleared personnel with proper identification will be permitted to handle the classified containers. The contractor shall store all backup tapes in a temperature-controlled vault built with steel reinforced concrete. It must also be temperature and humidity controlled with fire and burglary alarms in place. Additional requirements regarding construction standards are contained in DOD 5200.1-R, Appendix G, Physical Security Standards, provided as enclosure 02. Only personnel possessing an active security clearance at the Secret Level or above will have access to the classified storage area. The tapes shall remain in the prepared locked steel storage containers at all times during transportation and storage. The containers shall provide security and enable immediate shipping of the backup tapes. Deliverable: Mid-tier tape transport and storage 3) Task 3 -- Mid-Tier Tape Actions During COOP Situations: The contractor may be asked to bring back tapes for emergency purposes to DECC Columbus. If an emergency occurs, the contractor shall be required to deliver the mid-tier backup tapes to DECC Columbus within 2 hours after notification. If a disaster occurs, and DECC Columbus must relocate to its alternate-processing sites, the contractor is responsible for making arrangements and shipping the backup tapes to the alternate site. Due to the classification of the media, the media must be shipped in the containers that they are stored in. The containers will be shipped in accordance with DISA Instruction 240-110-8, Chapter 8, Methods of Transmission or Transportation, provided as enclosure 01. During a disaster, tapes shall be delivered to the alternate sites within 12 hours of notification by the appropriate DECC personnel. The current alternate sites are: DCTF/Slidell 1010 Gause Blvd. Slidell, LA 70458 DSA Service Center Building 3189 Tyler St. Scott AFB, IL 62225 For Disaster Recovery exercises, the contractor may be asked to provide specific tapes, but not the whole shipment. The contractor must ship the tapes in the prepared containers. For exercises, the tapes shall be delivered to the alternate sites within 24 hours of notification by the appropriate DECC Columbus personnel. This task may be executed for recovery exercises up to 6 times annually (i.e. 6 round trips) during the period of performance of this delivery order. Deliverable: Mid-tier tape shipment during emergencies, recovery exercises and disaster. 6. Place of Performance: This SOW will be performed at the Defense Supply Center Columbus, 3990 East Broad Street, Columbus, OH, 43218, and the contractor's storage facility. 7. Period of Performance: The period of performance is one (1) calendar year after award with an option to renew for two (2) additional calendar years. 8. Contract Type: Time and materials. 9. Mid-Tier Deliverable/Delivery Schedule: The contractor shall make weekly/monthly pickups/deliveries to DECC Columbus, and also provide emergency services as required. The contractor shall be required to pick up tapes between 1300-1600 weekly. If the time must be delayed, DECC Columbus will notify the contractor. The following tables may be used as a breakdown. It indicates the day of pickup, and the number of mid-tier tapes per application. INMS weekly -- Tapes will be retained off-site for four (4) weeks. They shall be returned four weeks from the date of pickup from DMC Columbus. 2. DMS Monthly -- 2 generations of tapes will be retained off-site for one month. Return oldest generation 2 months from date of pickup from DECC Columbus. 10. Security: The work performed under this task order is classified at the SECRET level or above. Contractor personnel shall be required to possess at the minimum a Department of Defense SECRET clearance. Additionally, the contractor's facility must be accredited to the standards outlined in DOD 5220.22-M, National Industrial Security Program Operating Manual with relationship to storage of SECRET material.
