Description

The National Institute of Standards and Technology (NIST) has a requirement for the supply and installation of a 30k W photovoltaic (PV) system to be installed on the one-story section of the Administration Building. The system shall include an inverter, a disconnect, and the ability for metering the electrical interconnection services. Specific required characteristics are: (1) installation without any roof membrane penetration; (2) no building structural modification required; (3) a flat roof installation; (4) reduced air conditioning and heating costs; and (4) no visual impact from the grounds surrounding the Administration Building. Delivery is required by March 31, 2001. -- NIST intends to enter into a sole source contract with Powerlight Corporation, P.O. Box 354, Crosswicks, NJ , under the authority of 41 USC 253(c )(1) -- only one responsible source. The Government anticipates the award of a fixed price purchase order. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.5 -- Test Program for Certain Commercial Items. -- Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, responses received by February 20, 2001, will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a noncompetitive procurement. Written responses to this synopsis are required to contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A solicitation will not be issued.
