NASA/GSFC plans to issue a Request for Quotation RFQ-567-20137-0000-721, on or about February 28, 2001 with quotes due to be submitted on or about March 14, 2001 for 1. one (1) each of a reflector, 4ft high by 6ft wide by 6 ft long elliptically cylindrical quiet zone. Frequency = 2-300GHZ, ORBIT/FR Part Number AL-22406; 2. one (1) each of a Standard side-fed style feed stand assembly with upper manual slide, 0-15 RPM polarization rotator, custom lower stowing floor slide, ORBIT/FR Part Number SP-1; 3. one (1) each of onsite installations of items one and two, alignment Automated Test Procedures at 3 (three) frequencies between lowest limit and 18 GHZ; and 4. one (1) each of a 100 foot cable set with motor and limits synchro, tach and tach y for feed control. Offerors possessing capabilities and qualifications to perform the effort must submit data sheets to assure that the following specifications are met: Quiet Zone Shape = Elliptic cylinder; Frequency Range = 2.0-300 GHZ; Quiet Zone Dimensions = 4 feet high x 6 feet wide x 6 feet long; reflector size (including serrations) = 11.3 feet high by 14.3 feet wide; reflector edge treatment = serrated edge treatment with impedance taper to minimize edge diffractions into quiet zone. Reflector type = offset reflector with side feed designed to fit on isolation pad of and into the feed alcove of the existing Wallops Antenna Chamber. Chamber = reflector and feed assembly must be designed to integrate with the microwave absorber layout, feed alcove, and concrete floor isolation pad of existing chamber that was designed for an ORBIT/FR AL-22406 reflector and feed assembly. Reflector and feed assembly must have complete compatibility with existing ORBIT/FR AL4806 positioner controller and ORBIT/FR 959 Antenna Measurement System Software. Electric field uniformity specifications (across quiet zone) cross-polization = 33 db min over frequency; amplitude taper = 1 db max over frequency; amplitude ripple = +/- 0.8 db over 2-4 GHZ, +/- 0.6 db over 4-8 GHZ, +/- 0.4 db over 8-12 GHZ. +/- 0.25 db over 12-100 GHZ; Phase Ripple = +/- 8 deg over 2-4 GHZ, +/- 5 deg over 4-12 GHZ, +/- 3 deg over 12-40 GHZ, +/- 5 deg over 40-100 GHZ. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items on a sole source basis from ORBIT/FR of Horsham, PA, under the authority of 10 U.S. Code 2304 (c)(1)- Only One Responsible Source, as they are the manufacturers of the only products that will properly interface with the existing antenna chamber and meet the field uniformity specifications. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 28, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
