- Description
- The Contractor will plan, prepare, and deliver functional training courses to FEMA, National Urban Search & Rescue (US&R) Response System participants. The US&R mission is to locate, stabilize, and safely remove the sentient victims from structural collapse incidents primarily those involving heavy reinforced concrete construction. Therefore, in support of Federal Response Plan (FRP), Emergency Support Function 9 (ESF-9) activities FEMA is designated as the lead agency, responsible for providing Federal US&R assistance to State and local governments during federally declared emergencies or disasters. The Contractor will be responsible for: (1) developing an updated curriculum that reflects current policies, procedures, and equipment, as well as a draft course curriculum for each course specified; (2) furnishing and disseminating all printed student materials, including pre-course material; (3) providing the Project Officer with an electronic copy of all student and instructor handouts, manuals, and other instructional materials; (4) securing training facilities for each course; (5) providing the Project Officer with a written course schedule; (6) supplying specialized training props needed in course presentations; (7) organizing the usage of all specialized tools and equipment in accordance with the course objectives; (8) purchasing all consumable equipment and supplies necessary to conduct each course; (9) facilitating travel and lodging for non-federal participants, including instructors and support personnel; (10) arranging and coordinating transportation for instructors, students, and support staff to training site, lodging, and restaurant facilities in the area; (11) hiring and disbursing qualified instructors for each course; and (12) providing the FEMA Project Officer with timely reports as specified. This procurement will be limited to eligible 8(a) concerns. The North American Industry Classification System (NAICS) code is 611710 and the Size Standard is $5 million. Eligibility to participate may be restricted to firms in either the developmental stage or the developmental and transitional stages.
