Description
This is a combined synopsis/solicitation for commercial items and is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information is in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number OJP-2001-Q-004 is issued as a request for quotation (RFQ), and will be awarded as a contract using the simplified acquisition procedures. This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 97-21. This procurement is set-aside for small businesses only. The standard industrial code (SIC) is 541611 and the business size standard is $5.0 million. Objective of the Procurement: This procurement is requesting a variety of senior writing and editing services for the National Institute of Justice (NIJ). These will include but not be limited to (1) conducting editorial "needs assessments" on approximately 10 grantee reports and (2) original writing, editing, ghost writing, and rewriting of approximately four high-level research reports ranging in length from 12 to 100 pages. All NIJ materials discuss policy-relevant research topics and initiatives; some contain extensive statistical presentations. The audience for the materials will be criminal justice professionals, policymakers, practitioners, and scholars. Tasks: (1) Prepare editorial needs assessments for 10 grantee reports. (2) Prepare at least four reports for NIJ's Research in Briefs, Research Report, Issues and Practices, or Research Forum series. Consider and incorporate changes suggested by the NIJ reviewers. Deliverables: In addition to the task requirements the contractor shall submit monthly progress reports; copies of correspondence with authors, edited drafts; and final reports. Minimum Qualifications: At least 10 years experience reporting on or writing about crime and justice issues. Familiarity with the operation of the National Institute of Justice. Understanding of the needs of State and local policymakers and practitioners. Ability to communicate effectively with researchers. Ability to translate statistical research for a lay audience. Payment: Payment will be made within 30 days upon receipt of the monthly invoice and upon receipt of satisfactory work. The period of performance shall be for one year (12 months). The Government will make an award resulting from this solicitation to the responsive and responsible offeror whose RFQ is determined to be most advantageous to the Government in the following descending order: staff qualifications and experience, past performance and price. Evaluation will be performed in accordance with FAR clause 52.212-2, Evaluation-Commercial Items. Please include a completed FAR 52.212-3, Offeror Representations and Certifications Commercial Items and sample of previous work, list of references, specify name of contact person, telephone and facsimile number, contract/grant/cooperative/purchase order or blanket purchase agreement, dollar amount, and description of service. A company not in the possession of any of the clauses and provisions may call the above mentioned point of contact and request a copy. Offers are due no later than 3:00pm on February 15, 2001.
