- Description
- The Naval Undersea Warfare Center Division Newport RI (NUWCDIVNPT) provides research, design, development, test and evaluation and/or in-service (life cycle) maintenance for a wide range of Naval underwater sonar, weapon, and countermeasures systems. In support of these requirements, the Office of Naval Technology/Office of Naval Research (ONT/ONR) has designated NUWCDIVNPT as the Lead Laboratory for undersea vehicle, submarine launched weapon, and submarine launching system technology development. This tasking directs NUWCDIVNPT to initiate exploratory development programs leading to development of advanced, state-of-the-art system and sub-system technologies to improve the acoustic, structural and hydrodynamic performance of current and future undersea vehicles, weapons, and launch systems. As part of its technology assessment developmental capabilities, NUWCDIVNPT provides various test facilities capable of designing, fabricating, testing and measuring the acoustic characteristics of both complete underwater weapon systems and individual hardware components. These test facilities, which are crucial to the performance of the Center's mission and ultimately the safety and effectiveness of the fleet, consist primarily of the Acoustic Test Facility (ATF) and the Computational and Experimental Mechanics Laboratory (CEML) including their subordinate test facilities. In addition, NUWC requires extensive field test planning execution and support at a variety of Navy ranges and test sites. This requirement is for technical engineering services in support of the Undersea Physics Technology and the Propulsion, Silencing and Hydrodynamics Divisions of the Code 80 Weapon Systems Directorate and Transducers and Hull Arrays Division of the Code 21 Submarine Sonar Department. Work to be performed under this contract includes the following major tasks: Test Facility Operation; Test Facility Upkeep; Maintenance and Repair; Test Facility Upgrade and Modifications; Field test planning, execution and reporting; ATF Target Studies; ATF Foreign Weapons Analysis; ATF Materials Acoustic Evaluations; Dynamic Testing of Materials & Evaluation, Technical Studies and Analyses; Sonar Array Improvement Studies; Evaluation of Silencing Initiatives in Support of Radiated and Self Noise Modeling; Radiated and Self Noise Modeling; Range Data Acquisition; Reduction and Analysis in Support of Radiated and Self Noise Modeling and Component Evaluation; Simulation Based Design; Design Reviews; Performance Specifications Development; Prototype Fabrication and Testing; Prototype Hardware Tracking; Test and Evaluation; Configuration Management; Inventory Control Systems; Technical Management Services;Technical Program Planning and Analysis; Materials Research and Analysis; Chemical Research and Analysis. Anticipate issuing a single award of a five (5) year-Indefinite Delivery/Indefinite Quantity type contract with Cost plus fixed fee provisions with both Term and Completion form task orders. Award will be made on the basis of best value. The technical evaluation sub-factors that will be evaluated for award are as follows and are listed in descending order of importance with Personnel & Past Performance being equal: Personnel; Past Performance & Technical Approach. Organizational Conflict of Interest provision per FAR 9.505-4 applies. This requirement is a combination of previous efforts performed under contracts N66604-97-D-0123 and Ocean Acoustical Services and Instrumentation Systems, Inc.
