- Description
- The National Institute of Standards and Technology (NIST), Advanced Networking Technologies Division (ANTD) intends to negotiate on a sole source basis with Towson University, Department of Computer and Information Sciences, 8000 York Road, Towson, MD 21252 for programming assistance in software development for research on WDM Optical Networks based on MERLiN Simulator, under the direction of Dr. Yanggon Kim. This is done under the authority of FAR 13.106-1(b) "Soliciting from a Single Source". This requirement is for a twelve-month period of performance. FOB Destination. The tasks involved are 1) to enhance the functionality of the NIST optical Network management software tool MERLiN, enabling it to be use for research in optical network fault detection and recovery, and 2) to research optical network fault detection. Towson University is the only vendor capable of performing this service because of Dr. Kim's involvement in the effort. This purchase order requires special knowledge in graph theory and its application to network routing algorithms. Dr. Kim has done extensive research and published numerous papers on these topics. Additionally, Dr. Kim has been working with the ANTD on previous aspects of this project, including an earlier collaborative project in restoration of optical networks using the NIST simulation tool MERLiN. Dr. Kim already has in-depth knowledge of this software package. The Government anticipates the award of a firm-fixed price purchase order under simplified acquisition procedures. This is not a request for quotations. A solicitation package is not available. Interested firms must indicate their ability to satisfy the requirement by February 12, 2001. If no response is received by February 12, 2001, an award will be made to Towson University. In accordance with FAR 5.207(e)(3), Numbered Note 22, DOES NOT APPLY. Note 26 does apply.
