HILL BLVD., BLDG 503 CHARLESTON AFB, SC 29404-5021 VOICE: (843) 963-3327 FAX: (843) 963-5183 E-mail: karen.wenner@charleston.af.mil CARPET REMOVAL AND REPLACEMENT BLDG 16000 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15. The resulting award is set aside for small business set-aside program and hub zone. The SIC is 1752 with a $7 million dollar size standard. RECOMMENDED BRANDS ARE SUGGESTED, IF AN _OR EQUAL_ BRAND IS PROPOSED, SPECIFICATIONS ARE REQUIRED. IT SHALL BE JUSTIFIED AND APPROVED IN ACCORDANCE WITH FAR 6.303 AND 6.304. IN ACCORDANCE WITH FAR 52.212-3 (OCT 1999), A CURRENT OFFEROR REPRESENTATIONS AND CERTIFICATIONS (REPS AND CERTS) MUST ACCOMPANY BID SUBMITTED. Request should be marked with the solicitation number and addressed to Karen Wenner or Anna Nix. All responsible sources may submit a quotation, which shall be considered by the agency. STATEMENT OF WORK 1. Remove existing carpet as shown on the location drawing. It is recommended the Contractor make a site visit to check measurements, layout, and furniture. The walls shall be protected from any damage during removal and installation. The removed carpet becomes the property of the Contractor and shall be disposed of properly off of Charleston Air Force Base. 2. Furnish and install approximately 370 yards of carpet tile. The square yardage listed is an approximation of the floor space. The contractor shall be responsible for ordering the proper amount of carpet tile. Carpet Tile Brand: Lee_s (or equal). THIS WILL MATCH THE EXISTING CARPET IN THE BUILDING. Carpet Tile Pattern: Sisalcraft Carpet Tile Color: #117 Little Blue Stem 3. Furnish and install approximately 500 linear feet of 1/8_ thick, 4_ high cove base. Cove Base Brand: Armstrong (or equal). THIS WILL MATCH THE EXISTING COVE BASE IN THE BUILDING. Cove Base Color: Mouse Gray, #72 4. Furnish and install edging/stripping in all areas where floor covering material changes or at the termination edges of the carpet to match cove base. 5. All products shall be installed according to industry standards and manufacturer recommendations. The Contractor shall be responsible for ordering the proper amounts of products. Any quantities listed in this statement of work are approximations. 6. The Contractor shall be responsible for lifting, jacking, or moving all furniture. Government employees will accomplish the following as needed: Removing and re-installing all computer related equipment; clearing all desks, book shelves, and work areas to include interiors of desks and filing cabinets, in order for the contractor to move them. 7. Time for carpet installation will be scheduled with Lt. Ernie Hunter, 963-5592, or Ms. Melba Coward, 963-5498 after award of contract. The Civil Engineer POC is Mr. Daryl Lareau, 963-5009. All questions prior to award, will be forwarded to the Contracting Office. 8. Contractor shall protect all government property in and around the job site. Clean up will be performed on a daily basis and final cleanup immediately after all work is accomplished 9. When quoting on solicitation, a projected start date contractor will have all materials available to schedule start of performance is required. 10. Location Floor Plan is available upon request. Carpet specifications are as follows: SPECIFICATIONS FOR CARPET REMOVAL AND INSTALLATION 1. Materials and Workmanship: The contractor shall provide all qualified personnel, materials, equipment, and services required to remove and/or install carpet and carpet padding for all kinds of surfaces in accordance with the specifications. The materials to be furnished under this contract shall be of the best available quality in the industry consistent with their use. Carpet will be specified in the statement of work. Most of the time, the cove base will specified in the statement of work. The contractor may be asked to match existing cove base or to match as close as possible. The work shall be accomplished in a careful and workmanlike manner and shall present a neat appearance. 2. General Requirements: (a) Measurement and Consultation -- If measurement and consultation services are desired, the ordering agency shall request such services in writing. The contractor shall measure the space to be carpeted and shall prepare scale layouts showing room sizes, seams, estimated wastage, and any other information requested by the ordering agency. The contractor may be requested to provide additional consultation services such as recommending the proper type of carpet and method of installation. The contractor will be held responsible for all information furnished under this provision. The ordering agency shall review any layout proposed by the contractor before allowing the contractor to proceed. Note: Measurement and consultation are different from any estimates of the total cost to complete a job provided by the contractor. (b) Pre-installation Requirements -- Before installation services are commenced, the contractor shall inspect the work site and ascertain all information necessary for the diligent performance of the service. The contractor shall notify the ordering agency of any conditions that prevent the suitable completion of these services. (C) Removing Existing Carpet -- The contractor shall remove existing floor covering as indicated on floor plans and/or statement of work. If floor tile exists under carpet and tiles start to come loose when carpet is removed, the contractor shall stop work and notify the Civil Engineer Environmental Flight at 963-2705 or 963-4975. (d) Furniture Moving -- Where it is necessary for the contractor to move furniture or other movable items, they shall be moved with extreme care and replaced to make the area ready to use. Specialized areas such as libraries, control towers, chapels, etc. are not covered by this service. Government employees will: remove and re-install all computer related items; clear off all desks, book shelves, and work areas; and clean out desks and filing cabinets that may have to be emptied in order for the contractor to move them. 3. General Installation Instructions: Installation shall include all labor and materials incidental to the normal performance of installation such as tack strips, adhesives, floor patch, and stripping (carpet moldings, transition strips, carpet edging, etc.) All carpets shall be installed in the colors, patterns, textures, and other manners indicated in the drawing and/or statement of work. When the work is completed, all carpet shall fit snugly to the floor and shall have not bulges, wrinkles, bubbles, open seams, or other irregularities affecting the carpet_s appearance or serviceability. The lay of the pile shall be in the same direction unless specified otherwise. (a) Seams -- All seams shall be trimmed and fitted in a workmanlike manner tight, straight, and un-frayed. Seams shall be placed and run so as to provide maximum wear protection, serviceability, and appearance. As few seams as possible shall be provided in both carpet and any under layments. Seams will be of a permanent nature and able to withstand conventional carpet cleaning processes. The end seams shall be evenly formed in a straight line with no stagger effect. All carpets requiring seams at any point shall have a front and side match to direction and/or pattern. Care shall be taken in properly matching dye lots; joined areas shall look like one carpet. Corridors shall have as few as seams as possible. If carpet has to be installed in corridors perpendicular to the main source of traffic, the seams shall not be noticeable when standing at an end of the corridor and see a change at every seam. Stripping will be of the type to match the style and color of the area having carpet installed. (b) Fitting -- When cutting and fitting carpets, no cuts, holes, or slits made for pipes, conduits, or other obstacles shall be larger than necessary. Carpet edge at wall shall be parallel to and abutting wall surface or base. Wood base shall not be used as a cutting board. (C) Special Instructions -- When the carpet manufacturer furnishes special installation instructions, they shall be strictly adhered to. (d) Removal and Replacement of Telephone and Electrical Outlet Covers -- The contractor shall lift outlet and telephone covers, fit the carpet so that the edges are under the cover and replace the cover. Qualified electricians or telephone employees shall perform any other service. On the site visit, the contractor shall remove a single cover to determine whether fitting carpet under covers is feasible. 4. Floor Preparation: The contractor shall remove foreign matter from the surface to be covered such as loose particles and grease. Depression, cracks, crevices, etc., shall be properly prepared in order to provide a level and true installation of the carpet. The surface shall be completely dry and free from moisture prior to installation. The contractor shall ensure that the temperatures of the premises are proper to prevent sag, buckle, or shrinkage of the carpeting after installation. 5. Carpet Installation by Cementing: Carpet shall be cemented directly to the floor with the carpet manufacturer_s recommended adhesive. Seams shall be joined using the manufacturer_s recommended seam sealer adhesive and using the compression seaming method. 6. Carpet Installation by the Tack-less Method: Installation shall be performed in accordance with instruction provided by the carpet manufacturer. Materials to be used in wall-to-wall installation shall have the gripping power strength needed to stretch and hold the carpeting for cleaning and re-stretching. Power stretchers shall be used unless the size of the area to be carpeted or the possibility of damage to that area precludes their use. The contractor shall use the carpet manufacturer_s recommended seam sealer adhesive and/or recommended tape. 7. Installation of Carpet Tile (Modular Carpet or Carpet Squares): Carpet tiles shall be installed according to the manufacturer_s instructions. Installation will be accomplished in such a manner so that the border tiles are as large as possible and that opposite sides of the room have equal sizes. 8. Clean-up: The contractor shall clean up on a daily basis so as not to create any safety hazards for employees who might be in the area for duty other than regular duty hours. The contractor shall clean up immediately after the installation is completed. All waste generated and all old carpet, cove base, and stripping removed is the property of the contractor and shall be disposed of properly off of Charleston AFB.
