- Description
- Contractor shall provide Planning Support Services for Civil and Military Projects within the scope of operations of the Fort Worth District, Multidiscipline services are required for preparation of various real property and natural resources management maps, plans and studies; utilization of existing digital data bases; preparation of new data bases for selected items; digitization of data from various source documents; computer graphics; preparation of program documents; and preparing infrastructure, real property; and natural resources analyses and reports. The contract will be an Indefinite-Delivery Contract for a base period plus four option periods. The maximum amount that can be obligated during either the base contract period or any of the option periods is $1,500,000.00. The bulk of the work is anticipated to be performed in Texas, Louisiana and New Mexico. Firms should have the following: (1) At least 6 in-house Planners from at least 3 of the following disciplines: a. Landscape Architect/Community Planner; b. Ecologist; c. Economist; d. Civil Engineer; (2) At least 1 in-house systems manager/expert from Computer Aided Drafting and Design (CADD) and Geographic Information Systems (GIS). The contractor will be expert in CADD conversion between MicroStation and AutoCAD in both directions. (3) In-house experience with civil works and military planning/programming including familiarity with ER 1105-2-100, AR 210-20, CEMOPS, AR 200-2 and equivalent Air Force Regulations; (4) capability/equipment for Intergraph-compatible CADD; (5) capability/equipment for at least 1 raster and 1 vector GIS; (6) capability/equipment for imaging processing and (7) capability/equipment for large size graphic scanning. If a large business firm is selected for this announcement, it must comply with the FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for the Fort Worth District are (1) at least 61.4% of a contractor's total intended subcontract amount be placed with small businesses (SB), including small disadvantaged businesses (SDB), woman-owned small businesses (WOSB), veteran-owned small businesses (VOSB), Historically Black College/Universities or Minority Institutions (HBCU/MI), and HUBzone small businesses; (2) at least 9.1% of a contractor's intended subcontract amount be placed with SDB; (3) at least 5.0% of a contractor's intended subcontract amount be placed with WOSB; (4) at least 3.0% of a contractor's intended subcontract amount be placed with VOSB; (5) at least 2.0% of a contractor's intended subcontract amount be placed with HBCU/MI; and at least 0.5% of a contractor's intended subcontract amount be placed with HUBzone Small Businesses; and the remaining 41.8% of a contractor's intended subcontract amount be placed with SB for a total of 61.4%. Solicitation will be issued on or about 5 March 2001 with proposals due on or about 6 April 2001. All responsible sources may submit an offer, which shall be considered by the agency.
