Description
17. The US Army Corps of Engineers intends to issue a SOLE SOURCE request for proposal (RFP) to Earthquake Protection System, Inc. for the manufacturing and testing of a Friction Pendulum System (FPS). The FPS is a component of the X Band Radar (XBR) Antennae Mount Base Isolation System. The XRB is part of the National Missile Defense System, which is on a very tight schedule. Technical information can be found in the Design Concept and Criteria for Full Seismic Isolation of DPCS Foundation of the XRB Antenna Mount document available on the web at WWW.hnd01.usace.army.mil. Click on "Doing Business with HNC." Click on "Directorate of Contracting." Then click on "National Missile Defense," then click on "Isolation System Criteria." Earthquake Protection Services is the only known manufacture of this type of device and has over 15 years experience successfully isolating similar structures. For this specific request, the unique, prior experience and involvement of Earthquake Protection Systems, the authority 10 U.S.C. 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) Section 6.302-1(a)(1), is applicable: Only one reasonable source and no other supplies or services will satisfy agency requirements, award to any other source would result in (a) substantial duplication of cost to the government that is not expected to be recovered through competition or, (b) unacceptable delays in fulfilling the agency's requirement. Due to the unique, prior experience and involvement of Earthquake Protection Systems Inc., the need for the sole source is justified, because to do otherwise would result in substantial duplication of cost and unacceptable delays. The Government will NOT reimburse the contractor for any cost associated with preparing or submitting a response to this notice. Offerors who can demonstrate the necessary experience and expertise and who can provide the U.S. Army Engineering and Support Center, Huntsville, with the above services, in the timeframe required and without substantial duplication of cost to the government are invited to submit, in writing, an affirmative response which includes applicable pricing and any information indicating a bona fide ability to meet these specific requirements. All responsible sources may respond to this synopsis, and all such responses will be considered by the agency. Response should include business size, North American Industrial Classification Code 333995. If no written responsive sources are received with in 15 calendar days, a modification will be awarded. The solicitation number to refer to in this response is DACA87-01-R-0011. A hard copy of the RFP will not be mailed.
