Description
The U.S. Army Corps of Engineers, Portland District intends to award a contract to construct improvements to the Juvenile Bypass System (JBS) within and adjacent to the Bonneville First Powerhouse, Bonneville Dam, Cascade Locks, Oregon. Work items include demolition and removal of existing JBS facilities and construction of new facilities. The new facilities will consist of a concrete collection channel across the upstream face of the powerhouse; a concrete transport channel; a concrete de-watering building with an overhead crane, steel screens, steel perforated plates, mechanical weir gates, and grating; a concrete and steel emergency relief conduit including an outfall on steel piling; an HDPE transport flume within a concrete box section; an HDPE transport flume within a pre-stressed concrete box girder supported on piers with spread footings and including steel hand-railing or pedestrian enclosure; an HDPE transport flume within a prestressed concrete box girder river crossing supported on steel and reinforced concrete drilled piers and including steel hand-railing or pedestrian enclosure; a floating concrete trash barrier with a timber and steel facing and anchored with steel and reinforced concrete drilled piers; steel gates and operators; steel bulkheads; and a battery room including 125 VDC and 250 VDC batteries with 125 V battery chargers. Work also includes concrete sawing and drilling and diving. The contractor shall be required to commence work under this contract within ten calendar days after the date the contractor receives notice to proceed, and complete all work no later than 681 calendar days after commencing work. The Government anticipates a Firm Fixed Price Contract with an estimated amount between $25,000,000.00 and $100,000,000.00. Invitation for Bids (IFB) for the BONNEVILLE LOCK AND DAM FIRST POWERHOUSE JUVENILE BYPASS SYSTEM, DACW57-01-B-0002 will be available free of charge, on or about March 15, 2001 on compact disk (CD-ROM) only. Plans and Specifications will not be provided in a paper hard copy format. Tentative Bid Opening Date is May 3, 2001. This procurement is open to both large and small business concerns. The small business size standard for this acquisition including all affiliates, having average annual sales or receipts of the preceding three years cannot exceed $27 Million.
