Description
The Government intends to negotiate on a sole source basis with National Computer Systems (NCS), 3975 Continental Drive, Columbia PA 17512. The Government intends to award an Indefinite Delivery/Requirements type contract with firm fixed price unit prices for the printing of scannable survey documents as required by the Navy Personnel Research, Studies, and Technology (NPRST), Millington, TN. The resulting contract will be from the date of award through 12 months with four (4) one-year options. FAR 13.5 Test Program for Certain Commercial Items-Clinger Cohen will be utilized for this acquisition. The SIC Code is 2752/NAICS-323114 . The supplies (printed scannable survey documents) to be procured are required to provide support to various naval commands to conduct and coordinate various research studies.. The surveys will be created using Design Expert software, then stored on a MacIntosh computer or an IBM computer. Negatives of the scannable survey documents are created from diskette or email. The printed scannable survey documents are custom designed and shall conform to the exact requirements of an OPSCAN 10 Model 55 pencil read head scanner. The image size, registration, and trim are necessary requirements in order for the scanner to accurately read the data off every scanned sheet. Data integrity is important and it is imperative that the printed scannable survey documents that are procured are from a vendor who thoroughly understands the scanning process and the relationship between the printed scannable survey documents and the scanner. Due to short lead-time for printing, it is critical that the scannable survey documents meet specifications every time. Offerors must have the capability to create the custom negatives of a survey from an email or diskette provided by NPRST. Negatives must contain zero errors. Research has revealed that it is common commercial practice to print the surveys generated on the desktop computer onto a computer disk, scan the document, and then print in mass quantities. The transitioning between multiple pieces of equipment results in the transmission of errors which cannot be picked up with 100% reliability by the OPSCAN 10 Model 55 pencil read head scanner. Only one vendor (NCS) is known to create negatives/print this information, which is stored in the Design Expert window-based or Mac version software, from diskette. This vendor understands all requirements of the OPSCAN 10 Model 55 pencil read head scanner and has developed printing standards and testing equipment, which assures that only quality documents are produced. This includes printing the scannable survey documents on patented Mark Relex paper whose specifications guarantee data integrity for the Opscan line of scanners. All information is stored in the Design Expert window-based or Mac version software. Offerors shall guarantee the printed scannable survey documents will be readable by an the OPSCAN 10 Model 55 pencil read head scanner within the short-lead time often requested by NPRST. Paper samples taken from uniform intervals throughout the millrun must be inspected to assure that the paper reflectance levels are consistent and that inherent differences in pulps used and variations created during the mill blending process have not affected the paper quality requirements. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://neco.navy.mil and this office will no longer issue hard copy solicitations. The solicitation will be released on or around February 9, 2001. In order for this office to obtain a Bidder's Mailing List, potential offerors must submit in writing requests to the above address or by fax machine at 757/443-1424. Written requests must include company name, point of contact, solicitation number, address, phone number and email address (if available). By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal.
