- The Army Research Laboratory, Human Research and Engineering Directorate is seeking a contractor to perform Statement of Work (SOW) TITLE: Research Statistical Services for Scientific Protocol and Manuscript Review. This synopsis is for information and planning purposes only, does not constitute a solicitataion for proposals, and is not to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this synopsis. Sources responding to this synopsis should indiciate whether or not they are a small business. Information and inquiries should be submitted electronically to Dr. Headley's address: dheadley@arl.army.mil with a copy to jsissum@arl.army.mil. SOW follows: 1. Scope. 1.1 Background. An important aspect of a scientific protocol or a writeup of an experiment is that its statistical components have been properly considered and applied. Thus, the research design and intended statistical procedures should be an extension of the stated hypotheses and should represent a logical and efficient approach to data collection and analysis; likewise the actual data analyses and their interpretation should properly reflect the questions which can be answered from the data set. 1.2 Objective. This effort has one main objective: To obtain services for the US Army Research Laboratory (ARL), Human Research and Engineering Directorate (HRED), Aberdeen Proving Ground (APG), MD, during the writing of scientific protocols and manuscripts. 2. Requirements. The contractor shall have: a) a Ph.D. in statistics, b) Equivalence of 5 years combined experience from either teaching or statistical consulting in the area of behavioral research, c) Knowledge of computer statistical analysis packages such as SPSS or SAS, and d) Specific content knowledge in the areas of experimental designs for the behavioral sciences. Examples of knowledge areas include analysis of variance techniques, multivariate statistics, nonparametrics, and small sample designs and analyses. The contractor shall perform the following tasks: 2.1 Task 1. Schedule a one-day kickoff meeting for this effort at the ARL-HRED within 30 days of the order effective date. 2.2 Task 2. Scientific protocols shall be reviewed for their statistical merit. Reviews shall include consideration of at least these items: 2.2.1 Experimental Design -- Relevance of proposed procedures to evaluate the hypotheses -- Appropriateness of research design: Have all the relevant independent variables & dependent measures been stated and properly layed out in a design? -- Participants: -- Is the sample size appropriate from a statistical power point of view? -- Is the sampling and assignment to treatments appropriate? -- Have potential sources of bias been considered? -- Are tests and tools reliable and valid? 2.2.2 Planned statistical treatment of data: Are the intended analyses appropriate for the design and are they thorough enough to answer all the questions which can be asked of the data set? 2.3 Task 3. Scientific manuscripts written for publication either as ARL-HRED technical reports or as journal articles shall be reviewed for their statistical technical merit. Reviews shall include consideration of at least these items: 2.3.1 Clarity and completeness of methodological details 2.3.2 Appropriateness and thoroughness of actual statistical analyses 2.3.3 Appropriateness of conclusions based on the data. 2.4 Task 4. The contractor shall meet with principal investigators. Meeting schedules shall be coordinated with personnel designated by the ARL Point of Contact. 2.5 Task 5. The contractor shall deliver data and products. 2.5.1. All deliverables shall be submitted to the ARL Point of Contact: Army Research Laboratory, ATTN: AMSRL-HR (Dr. Headley), Building 459, Aberdeen Proving Ground, MD 21005-5425, Phone: 410-278-xxxx FAX 410-278-xxxx, e-mail: dheadley@arl.army.mil. 2.5.2. Prepare technical reviews of protocols and manuscripts that address the items listed in paragraphs 2.2 and 2.3 above. As applicable, the reviews shall be submitted as follows: a) Written in contractor selected format, b) Telephonically, or c) Via electronic mail. 2.5.3. Prepare and submit one copy of progress reports monthly in contractor selected format. Reports shall include a listing of each protocol and manuscript, and a listing of trips made during the reporting period. 3. Travel. In performance of this order, the contractor is expected to travel to ARL-HRED, Aberdeen Proving Ground, MD. 4. Government Provided Items: ARL-HRED shall provide protocols, manuscripts, data, and points of contact. 5. Period of Performance. This order is effective on the date of award and continues 12 months thereafter. 6. Special Considerations. 6.1 Security. A security clearance is not required. 6.2 Protocols will be submitted to the contractor either by mail or as a Microsoft Word attachment to an email. Therefore the contractor shall have email and word processor capability. 6.3 The level of effort for this order shall not exceed 250 hours without written modification.
