- 1. This is a sources sought synopsis and not a solicitation. A solicitation for this effort does not exist and should not be requested. 2. Only firms possessing GSA's Professional Engineering Services Schedule 871 contracts should respond to this synopsis. 3. NASA/MSFC is seeking to identify firms on GSA's Professional Engineering Services Schedule 871 with the requisite capabilities and interest to support the Center's Engineering, Space Transportation, Science, Flight Projects Directorates and the Systems Management Office in the areas identified below: STRATEGIC PLANNING (GSA Schedule 871, SIN 871-1) -- Customer/Stakeholder Needs Assessments -- Development of Goals and Objectives -- Assessment of Progress Towards Goals -- Roadmap Development -- Specialized Multimedia Development -- Project Planning -- Development of Objectives -- Independent Assessments -- Trade-off Analysis -- Technical Support -- Programmatic Reviews ADVANCED CONCEPT DEVELOPMENT AND PLANNING(GSA Schedule 871, SIN 871-2) -- Systems Architecture Development, Analysis and Trade Studies -- Advanced Concept Development, Analysis and Trade Studies -- Requirements Development -- Schedule Development -- Project Life Cycle Cost Estimation -- Concurrent Engineering Cost Trade Studies -- Project Cost Benefit Economics Assessments -- Schedule Risk Assessments SYSTEMS DESIGN, ENGINEERING, INTEGRATION AND TECHNICAL ANALYSIS (GSA Schedule 871, SIN 871-3) -- Thermal Systems Design for Space Programs -- Software Simulations of Avionics Flight Control Systems -- Evaluation and Recommendations of Project System Engineering Processes including Systems Analysis and Trade Studies, Requirements Definition, Validation, Flowdown, and Verification -- Risk Management -- Systems and Subsystems Trade Studies -- Development of Detailed Plans and Specifications -- Requirement Development and Verification -- Systems Integration (including Interface Control) -- Electrical and Mechanical Design Integration -- Mass Properties -- EMI/EMC -- Technical Performance Measurement TEST AND EVALUATION (GSA Schedule 871, SIN 871-4) -- Safety Analysis -- Test Coordination -- Environmental Testing -- Test Automation and Data Acquisition -- Rapid Prototype Development Utilizing Advanced Simulation Tools such as MatixX, MatLab, and SimuLink INTEGRATED LOGISTICS SUPPORT (GSA Schedule 871, SIN 871-5) -- Logistics Coordination -- Operations Concept Development ACQUISITION AND LIFE CYCLE MANAGEMENT (GSA Schedule 871, SIN 871-6) -- Evaluation and Recommendations regarding Project Status 4. Interested firms should have a proven past performance record in supporting NASA and it's customers in the required disciplines; the ability to attract, motivate, and retain the necessary staff to perform the requirements; and the ability to support NASA/MSFC's onsite or near-site requirements. 5. This sources sought synopsis is not a commitment by the Government to continue with this procurement, nor will the Government pay for the information solicited. Respondents will not be notified of the results of the review. Any questions regarding this announcement should be directed to the identified point of contact listed below. 6. An ombudsman has been appointed -- See NASA specific note "B" 7. Interested firms should submit a capability statement addressing their ability to perform all or part of the requirements outlined in this synopsis. The capability statement should also address the firm's past performance record, staffing resources, and ability to support MSFC's onsite or near-site requirements. 8. Capability statements should be submitted to Terry L. Jones, no later than February 16, 2001 at 4:30 pm local time. Capability statements may be sent to Mr. Jones either by mail, fax, or e-mail using the following addresses: Terry L. NASA/MSFC will use the information received to identify interested sources on GSA's Professional Engineering Services Schedule 871 with the requisite capabilities and resources to perform these requirements and which appear to offer value to the Center. 10. NASA/MSFC plans to issue a solicitation in 30 days for these requirements using FAR Part 8.4 procedures as modified by GSA for the procurement of services. It is anticipated that several BPAs will be established. Individual BPAs will contain SOWs which will cover selected portions of the requirements listed above and may support specific offices or directorates at MSFC. The potential value of orders placed against individual BPAs is estimated between $25,000 and $1 to $3 million per year.
