Description
The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. NASA/LaRC plans to acquire one Indigo Merlin-Mid 3-5 micron wavelength range infrared camera, on a Brand Name Only basis. NASA LaRC and NASA Marshall Space Flight Center (MSFC) have developed a highly specialized infrared imaging system which is currently being used by MSFC to inspect the Space Shuttle Main Engines (SSME) for hydrogen leaks. It is essential that hardware compatability be maintained between the LaRC system and MSFC system so that continued support and development can be provided. The Indigo Merlin camera is an integral part of the system and the acquisition of a different brand name would result in a substantial duplication of development cost for the Government. The camera shall be an Indigo Systems, Inc. Merlin-Mid Infrared Camera to include, as a minimum, the following salient features: (1) The camera shall contain an Indium Antimonide infrared array of detectors with a minimum format of 320(H) x 256(V) with a minimum pixel size of 30 x 30 microns: (2) The camera shall have a close cycle sterling cooling system to maintain the detector temperature at near liquid nitrogen temperatures; (3) The camera shall have a spectral response of 3 to 5 microns; (4) The camera shall have a Noise Equivalent Temperature Difference (NEdT) not to exceed 20 millikelvin; (5) The camera shall produce images at a minimum frame rate of 60Hz with an RS170A compatible video output and a real-time 12-bit digital output at full frame rate; (7) The system noise of the camera shall be 2 LSB or less and the corrected uniformity of the array shall be 0.1% or less; (8) The camera shall be compatible with bayonet mount DIOP germanium infrared lenses; and (9) The camera controls shall be accessible via software using an RS232 computer interface. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than February 8, 2001. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed -- See NASA Specific Note "B".
