Description

The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to enter into negotiations on a sole source basis with Systems & Electronics Inc. (SEI) to procure the development, production and delivery of Retrofit Kits to their Multi Purpose Stroke/Raster Display (MPSRD) Monitor for the Consolidated Automated Support System (CASS). SEI will also be required to provide technical support including any necessary travel required. The contract type will be a Firm Fixed Priced Indefinite Delivery Indefinite Quantity (IDIQ). The contract will have a thirty-six (36) month ordering period and a forty-two (42) month period of performance. This synopsis will cover the award of the IDIQ contract and all future orders against the IDIQ contract. As the designer, developer and manufacturer of the original MPSRD, SEI is the only known company capable of providing the retrofit kits to the MPSRD. The Government does not own the drawings and data for the MPSRD. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
