- SSA-RFQ-01-0104 Description: Social Security Administration intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The information required by FAR Subpart 12.6 is included in the RFQ. SSA plans to acquire 4000 Hardwood Pallets: SPECIFICATION: Wood shall be of any of the following species or combination thereof: Birch, Oak, Hickory, Hard Maple, Pecan, White Ash, Beech, Rock Elm, Mackberry. The lumber must be sound, square edged, free from decay, and free of knots with an average diameter greater than one third of the width of the piece. Season checks, pin worn holes, mineral streaks, stains and worn or barky edges not greater than one-forth the thickness and one-sixth the width of any piece are considered to be permissible defects. Nails. Nails shall conform to Federal Specification FF-N-105, type 11, Style 1B, and made of hardened (heat-treated and tempered) steel having a hardness of Rockwell C44 to 46. Exceptions to the above document shall be as follows: Minimum carbon content -- 1038 Wire diameter -- 0.110 to 002 inch, Length -- 2 1/4 inches. Number of flutes -- 4., Bare shank -- 34 to 14 inch. Copies of Federal Specification FF-N-105 are available from the office issuing this solicitation. Design and Construction: Design and construction of pallets shall be in accordance with the requirements specified herein. Pallets shall be single wing, 2-way entry, nonreversible double faced. Top shall be 48_ x 40_. (Stringer length 48_) bottom shall be 48_ x 36_. Tolerances. A plus or minus tolerance of 14 inch will be permitted on overall dimensions except where minimum dimensions are specified. The deckboards and stringers of any one pallet shall be uniform in thickness and height, respectively, with a tolerance of 1/8 inch over the minimum sizes specified. Details of Stringers:Size of Stringers. Stringers shall be 2-by 4-inch nominal size, surfaced or smooth sown both top and bottom surfaces to a uniform height of not less than 3-5/0 inches. The outside stringers shall be surfaced or smooth on the outside face in addition to the top and bottom. Three (3) stringers shall be required. Location. Outside stringers shall have their outside surfaces 2 inches in from the top deckboard ends. Inside surfaces of the outside stringers to be located equal distance from the center stringer. Details of deckboards. Deckboards shall be surfaced on the outside faces of the pallet. All deckboards shall be of uniform thickness, not less than 34 inches thick and no less than 3-5/8 inches in width, except that the two top deck ends and three bottom boards shall be no less than 5-1/2 inches in width. The top and bottom entry boards shall be free of wane on their outer edges and shall be mounted flush with the end of the stringers. Spacing between the top deckboards shall be no more than 1-1/2 inches. The third bottom board shall be centered between the two entry boards. Chamfering. The upper edges of the bottom deckboards shall be chamfered. Each edge shall have two chamfers spaced 5-3/4 inches apart located equal distance in from the ends. Each chamfer shall be 12 inches long and shall be cut on a 45 degree angle to the face, to within 14 to 3/8 inch of the bottom surface. Fabrications: Nailing. Load bearing points between each deckboard and stringer shall be fastened with nails specified in 2.2 and all nails at each point driven in a staggered pattern. For deckboards 3-5/8 to 4-15/16, 5 to 615/16 inches, and 7 to 81/2 inches wide, 2,3, and 4 nails, respectively, shall be used at each point. End nails shall be driven not less than 1 inch from the side edges of the deckboards, with the remaining nails uniformly spaced between them. The heads of all nails shall be driven beneath the surface of the board. All nails bent in driving shall be removed or broken off below the surface and replaced.Points of Delivery: Will be provided at the time of award. Mandatory Time of Delivery: 1,000 each on 03/01/01, no later than 03/15/01 1,000 each on 05/01/01, no later than 05/15/01 500 each on 07/01/01, no later than 07/15/01 500 each on 09/01/01, no later than 09/15/01 500 each on 11/01/01, no later than 11/15/01 500 each on 01/01/02, no later than 01/15/02 The Social Security Administration intends to award to a Small Business Set Aside, Size Standard of 500 employees, NAICS Code: 321920. The Contractor must be able to provide a total of 4000 hardwood pallets on the dates specified above.
